Licenses, application pathways and examination requirements

Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.

Private applicator license

Individual license to use or supervise restricted-use pesticides for agricultural commodity production on property owned or rented by the applicator or employer.

Licensing authority: Ohio Department of Agriculture

Addition of pesticide use categories

At least one of the following alternatives:

  • Private Category 1 – Grain and Cereal Crops Examination (practice unavailable)
  • Private Category 2 – Forage Crops and Livestock Examination (practice unavailable)
  • Private Category 3 – Fruit and Vegetable Crops Examination (practice unavailable)
  • Private Category 4 – Nursery and Forest Crops Examination (practice unavailable)
  • Private Category 5 – Greenhouse Crops Examination (practice unavailable)
  • Private Category 6 – Fumigation Examination (practice unavailable)
  • Private Category 7 – Specialty Uses Examination (practice unavailable)
Category selection
Take examinations for the categories held or newly sought. Where more than one category applies, each applicable paper must be passed; the anyOf node supplies the licensed-activity choices.
Existing license
The applicant holds, previously held, or is broadening the private applicator license.
New authorization
901:5-11-08(A)(2) permits broadening at any time. Take the new applicable category paper; an already licensed applicant is not independently required by that clause to retake a previously passed core paper.
Special qualifications
Aerial and WDI additional qualifications apply when those commercial categories are newly sought.
Private issuance under the category passing exception
Applicant
Private applicant who passes the general core examination but has not passed a pesticide-use category examination; 901:5-11-08(A)(6) does not apply the commercial nonissuance rule to that applicant.
Application
Submit the private applicator application and license fee; private agricultural-use limits remain applicable.
Authorization
The exception does not independently authorize every use category; the director determines the licensed activities under 921.11 and 901:5-11-05.
Implementation statement
{"quote":"To qualify for a Private Applicator License, you must do the following: o Pass the Core exam, o Pass at least one Category exam (other than the fertilizer exam, which is for the Agricultural Fertilizer Applicator certificate), o Submit the license application, and pay the license fee","source":"ODA private application instructions, page 3","value":"The application instructions additionally demand a passing category examination. This lower-ranked implementing statement is retained for the applicant; the administrative-rule exception governs the requirement leaf."}
Private status conferred on a commercial applicator
No examination is required for this applicant pathway.
Agricultural activity
The deemed private license is for application to agricultural commodities produced by that commercial applicator.
Existing license
Hold the commercial applicator license; this is a credential condition, not an order to retake the examinations used to obtain that license.

Official no-examination sources

Effective from 2026-09-22.

Licensure by examination

All of the following:

  • Ohio Private Pesticide Applicator — Private Core exam
  • At least one of the following alternatives:

    • Private Category 1 – Grain and Cereal Crops Examination (practice unavailable)
    • Private Category 2 – Forage Crops and Livestock Examination (practice unavailable)

    • Private Category 5 – Greenhouse Crops Examination (practice unavailable)
    • Private Category 6 – Fumigation Examination (practice unavailable)
    • Private Category 7 – Specialty Uses Examination (practice unavailable)
Application
Submit the prescribed application identifying all pesticide-use categories sought and pay the applicable license fee.
Category passing exception
901:5-11-08(A)(6) expressly excepts private applicators from the commercial rule that no license issues without at least one passing category examination. For an activity-specific category authorization, paragraph (A) still identifies the applicable category examination; the exception is retained as an applicant condition.
Category selection
Select the examination for the activity actually undertaken. Pass every applicable category examination for all categories sought; the anyOf node represents the eligible activity-specific choices, not permission to use pesticides outside licensed categories.
Evaluation date
The age-18 condition announced by ODA takes effect January 1, 2027 and is not treated as a condition effective on September 22, 2026.
Identification
Present current government-issued photographic identification at the examination, subject to the religious exception in 901:5-11-08(C).
Passing score age
Passing examination scores may be reused only while not older than one year; failure to obtain licensure within that year requires new examinations under 901:5-11-08(A)(8).
Retesting
Retesting after failure is no earlier than five business days after a prior examination, except by special permission of the director.
Scope
Use or supervise restricted-use pesticides only for agricultural commodity production on property owned or rented by the applicator or employer, under 921.11(E).
Specialty coverage
Private categories 1 through 6 include specialty uses under 901:5-11-01(Q)(7). A separate Category 7 is needed only when no category 1 through 6 is held.
Relicensure after expiration beyond 180 days

All of the following:

  • Ohio Private Pesticide Applicator — Private Core exam
  • At least one of the following alternatives:

    • Private Category 1 – Grain and Cereal Crops Examination (practice unavailable)

Existing license
The applicant holds, previously held, or is broadening the private applicator license.
Expiration
License has not been renewed within 180 days after expiration; 921.12(B) requires another examination of law, pesticide use, and applicable categories.
Submission
Submit the applicator licensing application and fee; obtain the renewed category authorizations.
Nonresident reciprocal licensure under the applicator rule

All of the following:

  • Ohio Private Pesticide Applicator — Private Core exam
  • At least one of the following alternatives:

    • Private Category 1 – Grain and Cereal Crops Examination (practice unavailable)

    • Private Category 6 – Fumigation Examination (practice unavailable)
    • Private Category 7 – Specialty Uses Examination (practice unavailable)
Application
Submit the Ohio application and fee; the scope is limited to the accepted categories.
Examination waiver
The ordinary core and applicable category papers are retained because the rule identifies them and makes their exemption conditional; an applicant granted the exemption need not retake the waived papers.
Exemption
901:5-11-05(D) allows exemption from demonstrating competence for categories already licensed when ODA finds substantial equivalence and has a reciprocal agreement with the licensing jurisdiction.
Existing license
Hold a current applicator license covering the requested categories in the applicant’s state of residence, and supply the official license copy. ODA implementation also requests a legible driver license copy.
