Journeyman Well Driller

Certified to practice well drilling under a master well driller's general supervision; excludes public-water-system supply wells.

Licensing authority: West Virginia Department of Health, Bureau for Public Health, Office of Environmental Health Services, Certification and Training Program · Application information

Certification by comparable out of state credentials
Age
At least 18; the Commissioner may grant a written waiver to age 16 with completion of grade 10, continued school attendance, progress toward graduation and a 2.0/4.0 grade average verified each semester.
Application
Submit the prescribed application with complete and truthful work-history evidence, supporting documentation and two completed reference/experience-verification questionnaires. The Commissioner determines eligibility and issues certification after required examinations and payment.
Board reciprocity instruction
The Board's Journeyman table requires 70% or better on the WV Well Driller Exam. The Commissioner decides whether the outside certification is comparable and whether it supports granting the certification.
Certificate term
64CSR19 §7.11 establishes a two-year certificate term effective July 1, 2026. EW-125A (2024) instead states: "All well driller and pump installer certifications expire one year from issuance." The current rule controls.
Comparable certification
Hold a legal well-drilling certification in a jurisdiction with comparable certification classes. Under 64CSR19 §7.10 the Commissioner reviews the application and may grant the comparable class; equivalence, evidence of experience, additional examinations and any excusal are Board determinations.
Coverage
Work must be covered by the contractor's current bond (not exceeding $5,000) and liability insurance in the form determined by the Commissioner; employee coverage may be through the employing contractor.
Exam registration
EW-125E must arrive at least two weeks before the requested WV exam date; the WV exam fee is $25 per administration. NGWA registration is handled through NGWA.
Older oral policy
DW-30 (December 10, 2008) states: "All water well drillers must pass an oral or written examination administered by personnel of the West Virginia Bureau for Public Health." The current certification rule requires written-examination passing scores; this older procedure does not establish a separate currently offered oral examination.
Passing score
Obtain at least 70 percent on each required written examination.
Possible field test
The Commissioner may prescribe a field test demonstrating expertise. The rule identifies no independent named examination or registered version for that field test; it is an applicant condition.
Prior discipline
Resolve any prior certification suspension/revocation and outstanding violations or fines under the rule.
Supervision
Work under a master well driller's general supervision. Identify the certified master who will sign permit applications and completion reports; the certification excludes public-water-system supply wells.
Replacement of lost, destroyed or mutilated certificate
No examination is required for this applicant pathway.
Existing certificate
Replace a certificate of this class that was lost, destroyed or mutilated.
Fee
Duplicate certificate fee is $2 under Appendix B.
Written request
Submit a written request to the Commissioner stating the reason.

Older annual instructions
The Board page states "Since 2010, as part of the annual renewal process, certified drillers and pump installers are required to attend continuing education classes and submit proof of attendance with their renewal paperwork." The current rule instead specifies two-year renewal and education totals.
