Dep Application Instruction
DEP Licensing and Permitting page states: DEP manages the Water Well Construction Program in close coordination with each of the five state regional water management districts (WMD). As required by statute, DEP has delegated to each of the WMD its authority to implement a program for the licensing of water well contractors and for permitting the location, construction, repair and abandonment of water wells. As a result, all persons applying for a water well contractor license to engage in the business of water well contracting or to renew an existing contractor license must file their application with the WMD where they will perform most of their work; however, a contractor license is valid statewide. Additionally, a permit must be obtained from the appropriate WMD or its delegated permitting authority prior to the construction, repair or abandonment of any water well.
Examination Eligibility
The District reviews the application and all other licensing conditions before scheduling. Three opportunities to pass within 12 months of eligibility; otherwise submit a new application and fee (62-531.300(4)).
Experience
At least two years constructing, repairing, or abandoning water wells permitted in Florida as a major activity. Submit an attestation letter from a water well contractor or government-employed well inspector (373.323(3)(b)1).
Experience Implementation
The 2026 statute supplies the controlling experience criteria. Rule 62-531.300(7) also requests three attestation letters and states: (7) As set forth in section 373.323(3), F.S., satisfactory proof of two years experience in the construction, repair, or abandonment of water wells shall be demonstrated by providing the following: (a) Evidence of the length of time the applicant has been engaged in the business of the construction, repair, or abandonment of water wells as a major activity, as attested to by a letter from three of the following persons: 1. A water well contractor; 2. A water well driller; 3. A water well parts and equipment vendor; or 4. A water well inspector employed by a governmental agency. (b) A list of at least ten water wells that the applicant has constructed, repaired, or abandoned within the preceding five years. Of these wells, at least seven must have been constructed, as defined in section 373.303(2), F.S., by the applicant. The list shall also include information relating to the 10 water wells including: 1. The name and address of the owner or owners of each well; 2. The location, primary use, and approximate depth and diameter of each well that the applicant has constructed, repaired, or abandoned; and 3. The approximate date the construction, repair, or abandonment of each well was completed.
Government Employment
Applicant is an employee of a political subdivision or governmental entity engaged in water well drilling; must obtain the ordinary license but is exempt from licensure fees (373.323(6); 62-531.340(2)).
Hardship Discretion
The District may exempt one or more requirements only to ameliorate undue hardship without impairing the intent and purpose of Part III (373.326(1)); an exemption must be granted, rather than assumed.
Minimum Age
At least 18 years old (373.323(3)(a)).
