General Well Driller

Individual well driller license for general well drilling.

Licensing authority: Delaware Department of Natural Resources and Environmental Control, Division of Water · Application information

Reapplication after completion of revocation
Application
Submit a signed, notarized application, required fees, two references from currently licensed well drillers or well drivers, and details of environmental or regulatory proceedings during the preceding five years.
Assessment format
7302 §§5.2.2.3 and 5.6.1 permit written or oral assessment; current DNREC implementation offers the separate scored multiple-choice and true/false examination for the selected license type.
Board review
The Board reviews the application and may interview the applicant; applicants found ineligible may reapply after 90 days. Submit at least 10 business days before the monthly meeting.
Disciplinary status
The term of revocation has ended; the applicant may submit a new application under 7302 §11.6.5 and must satisfy the applicable initial requirements.
Eligibility period
Examination eligibility expires 12 months after Board review. Failed applicants wait at least 90 days to retake and must reapply if eligibility expires.
Employment
Work only in the employ of a licensed water well contractor. The contractor must verify employment to activate the individual license.
Experience
At least two years operating well construction equipment, constructing wells, and installing, maintaining and repairing well pumps (7302 §5.2.2.2).
Fee notice
Current DNREC fee schedule lists a $100 well driller application/renewal fee, a $100 examination fee and a $50 late fee; the undated paper application and illustrated online instructions retain older $30 amounts.
License scope
General well drilling subject to any conditions on the license.
Minimum age
At least 18 years of age (7302 §5.2.2.1).
Prior licensure
The official paper application asks whether the applicant is licensed elsewhere and requests that license information; an external license is applicant evidence, not a substituted examination.
Scope conditions
The Board may recommend restrictions based on experience, including geotechnical wells, dewatering wells or particular equipment; only work authorized by the issued license is permitted.
Reinstatement after suspension with an unexpired license
No examination is required for this applicant pathway.
Disciplinary status
Suspension term has expired; the unexpired license is deemed in good standing on the first calendar day afterward.
Employment
Work remains limited to the license scope while employed by the licensed contractor.
License status
License remains unexpired. If it expired during suspension, the applicable §6 renewal route governs instead.
Annual renewal
No examination is required for this applicant pathway.
Application
Submit renewal application and applicable fee, and notify DNREC of changed contact or employment information.
Continuing education
At least four approved hours, subject to the first-year prorating in 7302 Table 1.
Employment
The employing contractor must renew first and verify employment before the individual license becomes active.
License status
Existing license; renew annually before expiration on December 31. Submit by November 30 to avoid lapse.
Suspension
If a suspension has expired but the license expired during it, comply with the applicable renewal requirements in 7302 §6 before reinstatement.
