C-57 Well Drilling Contractor — Inactive License Certificate

An inactive certificate retains C-57 classification but does not authorize contracting until reactivation.

Licensing authority: California Contractors State License Board · Application information

Adding C 57 to an existing contractor license
Existing license
The applicant already holds a California contractor license and seeks C-57 as an additional classification under BPC 7059(a). The qualifier must meet the experience requirements in C-57; supply the required additional-classification application and fee.
Inactive status
Adding the classification to an inactive license does not authorize contracting until reactivation.
Qualifying examination
The CSLB additional-classification instructions require the specific trade examination unless a waiver applies. A prior license or its qualifying evidence is an applicant condition; that earlier credential is not an additional examination leaf.
Adding C 57 with the statutory related classification waiver
No examination is required for this applicant pathway.
Experience
BPC 7065.3(b): at least four years of journeyman, foreman, supervising-employee or contractor experience in C-57 within the preceding ten years.
Qualifier record
BPC 7065.3(a): qualifier listed on personnel records of an active license in good standing, and actively engaged in that licensee’s construction activities, for five of the preceding seven years.
Related classification
BPC 7065.3(c): registrar determines that C-57 is closely related to existing classifications, or is a significant part of an associated general engineering or general building contractor’s construction business. A license held solely in limited specialty classifications does not qualify.
Waiver approval
This route applies to an additional classification approved without further examination under BPC 7065.3; eligibility and the registrar’s experience determination are applicant conditions.

Initial licensure based on recent qualifying service
Asbestos Open Book Examination (assessment without a question bank)
Asbestos completion
BPC 7058.5(b) requires the initial-license asbestos open-book submission even for applicants excused from the Law and Business and trade examinations; prior completion and the applicant-specific issuance instructions determine what must be resubmitted.
Background
BPC 7069 requires the applicable personnel background review and fingerprints; prior convictions and discipline are assessed under the controlling licensing statutes.
Business entity
Under BPC 7065(b)-(c), identify the applicant as an individual owner, partnership, corporation, LLC or participating tribe and use the corresponding owner, partner, responsible managing employee, officer, manager or member as qualifying individual. Corporations and LLCs supply Secretary of State identification; a participating tribal business supplies status verification.
Experience
Title 16 CCR 825 requires at least four years of journey-level, foreman, supervising-employee or contractor experience in the classification within the preceding ten years. Training or approved apprenticeship credit cannot exceed three years; a former qualifier may compute experience without the ten-year limit.
Implementation waiver wording
The current CSLB waiver application uses discretionary wording: "The examination may be waived if the qualifying individual has served as the qualifier for a licensee whose license was in good standing during the last five (5) years and the license was in the same classification for which they are applying". BPC 7065(d) controls the mandatory exemption.
Issuance
Complete the application and pay applicable fees under BPC 7066. For active issuance provide the $25,000 contractor bond under BPC 7071.6 and applicable qualifying-individual bond, workers compensation, and entity-specific bonds and insurance.
Military assistance
CSLB offers expedited application assistance to military veterans and eligible military spouses or partners. Transferable military training and experience are evaluated; expedited processing alone does not waive qualifying examinations.
Previous service
BPC 7065(d): the individual served as qualifier for a license in good standing in the same classification at any time within the preceding five years. No new Law and Business or C-57 examination is required on this service-based branch.
