Licensing authority: Alabama Department of Environmental Management · Application information
Initial licensure by examination

- Application
- Complete ADEM Form 193 and provide experience verification and the $200 nonrefundable fee; the form states that faxed applications are not accepted.
- Experience
- Provide acceptable proof of at least two years of water well construction experience under rule 335-9-1-.03(c)(1).
- Experience Documentation

Reapplication after revocation
- Annual License

- Experience
- Provide acceptable proof of at least two years of water well construction experience under rule 335-9-1-.03(c)(1).
- Good Cause
- Under §22-24-7(c), the Board may refuse the new application unless the applicant shows good cause why revocation should not bar issuance of a new license.
- Passing Score
- Make a minimum score of 70 percent on the Board-authorized examination before licensure under rule 335-9-1-.03(c)(1).
- Waiting Period
- Under §22-24-7(c), do not file another water well driller license application within one year of the effective revocation; if judicial review is sought, the one-year period runs from the final order or judgment affirming revocation.
Licensure by out of state reciprocity
- Annual License

- Application
- Submit the completed ADEM Form 194 and the $200 nonrefundable fee as instructed on the form; faxed applications are not accepted.
- Current Other State License

- Experience
- Provide acceptable proof of at least two years of water well construction experience under rule 335-9-1-.03(c)(1).
- Experience Record
- ADEM Form 194 requests employment dates, total months, work hours, duties, and responsibilities.
- Individual Review
- Rule 335-9-1-.03(c)(2) states: "Reciprocity to drillers from out of state will be considered on an individual basis." This review is an applicant condition; paragraph (c)(1) supplies the examination requirement.
- Passing Score
- Make a minimum score of 70 percent on the Board-authorized examination before licensure under rule 335-9-1-.03(c)(1).
Annual license renewal

- Existing License
- Renew an existing Water Well Standards Program license; ADEM Form 193 expressly states that it is not for renewal.
- Renewal Submission
- The current official ADEM Web Portal announces that well driller renewals are processed through OpCert Online. The short fetched announcement contains this text and is adequate for that submission fact.
- Truthful Application
- ADEM Form 195 requires the applicant to attest that the supplied information is true and correct, provide documentation upon request, and supplement material changes affecting eligibility.
- Well Records
- ADEM Form 195 requests the number of rigs, wells drilled during the October 1–September 30 renewal period, intended counties, and certification that no wells were constructed or that drilled-well reports were already submitted.
