Licenses, application pathways and examination requirements

Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.

Veterinarian, Licensed

Ordinary Illinois veterinary-medicine license, including its renewal, reactivation and restored status. Section 11 authorizes supervised practice pending examination results within the ordinary application. Section 1500.15 expressly repeals the former temporary permit. Section 4(3) exempts college/university veterinarians acting in their official duties rather than issuing a faculty license.

Licensure by acceptance of examination — approved program
Application
Submit the required sworn Department application, proof of qualifications, required fee, and SSN or individual taxpayer identification number; the application must be completed within three years under 225 ILCS 115/10 and 10.5.
Application sequence
CTS's current substantive veterinarian page states: "All new applicants will apply directly to ICVA. Applicants will not apply to IDFPR until after they have passed the NAVLE." This supersedes the older CTS application instructions beginning with the October 15-November 15, 2025 window.
Education
Graduation from an approved/accredited veterinary program; submit official certification of education.
Moral character
225 ILCS 115/8 requires good moral character. A felony conviction is considered but does not by itself bar licensure; the Department may request two licensed-veterinarian endorsements.
Navle score
The passing score is the testing entity's passing score. Under 68 Ill. Adm. Code 1500.20(c), NAVLE is limited to five attempts within five years of the first attempt; each of the final two attempts must be at least one year after the previous attempt.
Pregraduation
Rules 1500.10(b) and 1500.11(c) permit examination before graduation on school certification. The degree and any educational-equivalence certificate are required before licensure; certification of graduation must reach the Division within 90 days after the scheduled graduation date or results are void.
Prior licenses
Provide certification of every jurisdiction in which the applicant has been licensed, including disciplinary history, as required by the applicable rule and the application packet.
Prior navle
Applicant already passed NAVLE in another jurisdiction; submit scores directly from the testing/reporting entity under rule 1500.10(c) and the acceptance-of-examination instructions. A currently offered examination remains a leaf even when passed before this application.
Waivers
The Division may grant an individual variance only from a nonstatutory rule provision, when no party is injured and the rule would be unreasonable or unnecessarily burdensome, under 68 Ill. Adm. Code 1500.70.

Clinical completion
Rule 1500.11(b)(1) accepts an original certificate indicating completion of the proficiency examination or one year of clinical experience. The accepted clinical-experience/certification alternative is an applicant condition; it can excuse sitting the CPE in the ECFVG branch. PAVE clinical experience is a condition, not an examination.
Communication
The educational-equivalence program must assess communication ability, including command of English, under 225 ILCS 115/8(2); a language assessment is a condition rather than a professional-examination leaf.
Education
Graduate of a nonapproved/nonaccredited veterinary program; hold an original ECFVG or PAVE educational-equivalence certificate under 225 ILCS 115/8 and 68 Ill. Adm. Code 1500.11(b).
Enrollment
At the examination-eligibility stage, rule 1500.11(a)(1) requires verification of ECFVG or PAVE enrollment indicating all certification requirements other than the clinical skills assessment have been met.
Equivalence program choice
The ECFVG branch uses BCSE and the ECFVG proficiency examination (the supplied CPE); the PAVE branch uses the qualifying examination called "QE" in CTS's dated state instructions (the supplied PAVE QSE). These are alternative educational-equivalence programs, not cumulative program requirements.

Packet conflict
The 2024 packet's page 2 states "Your license will not be issued until you submit proof of completion of the ECFVG certification program." Rule 1500.11(b), which outranks this instruction, permits either ECFVG or PAVE; the packet's ECFVG-only wording does not remove the PAVE alternative.
Pregraduation
Rules 1500.10(b) and 1500.11(c) permit examination before graduation on school certification. The degree and any educational-equivalence certificate are required before licensure; certification of graduation must reach the Division within 90 days after the scheduled graduation date or results are void.

Moral character
225 ILCS 115/8 requires good moral character. A felony conviction is considered but does not by itself bar licensure; the Department may request two licensed-veterinarian endorsements.

Rule 1500.30(a)(3) requests approved-program graduation; a nonapproved-program applicant must establish the statutory educational equivalence and obtain Department acceptance of substantial equivalence. Fitness
Additional documentation and/or a Board interview may be required to clarify the competence evidence.
Restoration within two years after qualifying military service
No examination is required for this applicant pathway.
Continuing education
Current 225 ILCS 115/12(e) requires a renewal period of CE for any restoration from inactive or expired status.
Eligibility
The license expired during qualifying federal armed-forces/State Militia active service or pre-induction federal training/education; apply within two years after honorable termination and furnish satisfactory evidence.
Fees
Pay the current renewal fee; lapsed renewal fees are excused.
Rule conflict
Rule 1500.35(d) says the military applicant "will not be required to submit proof of meeting the CE requirements." The later controlling statute 225 ILCS 115/12(e) requires CE; the rule's contrary statement is retained for the applicant rather than overriding the statute.
Restoration after revocation
No examination is required for this applicant pathway.
Determination
The Department decides rehabilitation and public trust; individual discipline terms and care/treatment or additional fitness evidence are conditions, not an identified current licensing examination.
Eligibility
Except the statutory child-support exceptions, wait three years after the effective date of revocation before petitioning; complete discipline conditions and establish rehabilitation.
Petition
Submit a signed written petition identifying the license, disciplinary docket/order, appeals, subsequent employment, continuing/remedial education, convictions/charges, prior petitions and rehabilitation, with required supporting documents.

Official no-examination sources

Effective from 2026-09-29.
