- Rule 2.2.1 expressly names Clinical or another examination acceptable to the Board; the Board offers Masters-level examinations. Both named possibilities are retained, subject to Board approval.
- Closed Grandfather Applications
- Section 3907B required completed applications and all requested information by June 11, 2021. New grandfather applications are not available on the evaluation date; existing grandfathered licensees may use the Board-supported upgrade pathway.
- Criminal History
- Submit fingerprints and Delaware and FBI criminal-history reports at applicant expense; licensing waits for the reports. A felony sexual-offense conviction cannot be waived. A substantially related conviction may be waived only under §3907(a)(7) and §8735(x)(3).
- Disciplinary History
- Meet 24 Del.C. §3907(a): disclose and verify every prior social-work license and disciplinary history; no acts constituting grounds for discipline.
- Examination Approval
- If an examination has not been passed, obtain Board approval before registering with ASWB; pass within two years of submitted application or reapply. Retakes are permitted every 90 days with ASWB registration and full examination fee.
- Existing License
- Current active Delaware LBSW obtained by examination or grandfather provision; licenses obtained by reciprocity are not eligible.
- Fitness
- No drug/alcohol impairment or finding of mental incompetence limiting safe social-work practice.
- Foreign Education
- If relying on a degree from outside the United States or its territories, arrange and pay for Board-approved credential evaluation showing CSWE-equivalent professional instruction under §3907A and rule 5.0; the Board instructions identify ISWDRES.
- Higher Tier Requirements
- Meet all education and examination requirements of the higher tier. Official transcript need not be resubmitted if already on file.
- National Score
- A passing designated ASWB score is an examination leaf even if obtained before this application. Official score verification must be sent directly from ASWB. Section 3908(b) accepts previous passage and requires no further state examination.
- Open Examination Alternative
- Rule 2.2.1 also permits another examination acceptable to the Board; the unnamed remainder is an applicant condition, not an invented exam identity.
- Temporary Practice Exemption
- Section 3903(c)(1)a separately exempts a social worker licensed in good standing elsewhere for at most 30 days per year after prior written Board application and approval, within that external license scope. This is an exemption, not a Delaware license type.
Restoration of unrestricted licensure after voluntary treatment
- Eligibility
- Restricted practice under the Voluntary Treatment Option; complete the treatment program and comply with the treatment agreement before applying for unrestricted licensure.
Official no-examination sources
