Kentucky designated home state licensure by examination

At least one of the following alternatives:

Application
Submit the uniform individual application and attest that statements are true, correct, and complete; disclose background matters and supply applicable supporting documents.
Background Check
Kentucky home-state applicants must provide a completed Administrative Office of the Courts background check.
Character
Trustworthy, reliable, and of good reputation, established by the commissioner's investigation.
Conditions By Order
KRS 304.9-465 authorizes the commissioner to impose conditions upon this license; this is an order affecting the existing license, not a separately named examination.
Crop Certification Alternative
806 KAR 9:025 Section 3(3)(c)2 alternatively accepts active Crop Adjuster Proficiency Program certification issued by the federal Risk Management Agency showing passage of its proficiency examination to adjust multi-peril crop claims. The supplied nationwide context has no registered version for this named program's proficiency examination, so this accepted alternative is recorded here pending nationwide registration.
Designated Home State Applicant
For an applicant whose principal residence does not issue an adjuster license and who has not passed a state-administered adjuster examination, the DOI FAQ directs application as a Kentucky resident or designated-home-state adjuster and passage of the Kentucky examination. This implementing route remains subject to the controlling moratorium and existing-apprentice exception.
Disqualification
No act constituting a ground under KRS 304.9-440.
Fees
Pay applicable license and examination fees, except a statutory fee waiver applies.
Financial Responsibility
Maintain a $50,000 surety bond or irrevocable letter of credit satisfying KRS 304.9-430(3); the license terminates if this security terminates or becomes impaired.
Home State
Eligible to designate Kentucky as home state.
Lines Of Authority
KRS 304.9-430(9) permits property and casualty, crop, or both. The examination must correspond to each line requested. The Department checklist says that applying for multiple lines requires taking each corresponding examination. Property and casualty includes crop claims according to that checklist. Workers' compensation is not a separately authorized public-adjuster line under subsection (9).
Minimum Age
At least 18 years old.
Moratorium
KRS 304.9-430(1)(b) bars acceptance or approval of public-adjuster applications and issuance for two years beginning April 13, 2026. Paragraph (c) excepts a person with a temporary or apprentice adjuster license in effect on April 13, 2026, converting in accordance with KRS 304.9-432. Paragraph (d) preserves existing licenses and their renewal. This restriction applies on September 22, 2026; a general statutory route below does not by itself permit a new application during the moratorium.
Other State Examination
A state-administered adjuster examination of another state is applicant evidence and never a Kentucky examination leaf.
Representation
Elect to act for insureds; an adjuster may not represent both insurer and insured and acts as fiduciary for the principal under 806 KAR 9:030 Section 1.
Statutory Home State
Apply the definition of home state in KRS 304.9-430(14)(a); retain the appropriate home-state license.
Licensure by examination, including conversion of a grandfathered apprentice

At least one of the following alternatives:

Application

Crop Certification Alternative
806 KAR 9:025 Section 3(3)(c)2 alternatively accepts active Crop Adjuster Proficiency Program certification issued by the federal Risk Management Agency showing passage of its proficiency examination to adjust multi-peril crop claims. The supplied nationwide context has no registered version for this named program's proficiency examination, so this accepted alternative is recorded here pending nationwide registration.
Grandfathered Conversion
During the moratorium, the applicant must have held a temporary or apprentice adjuster license in effect on April 13, 2026, and convert in accordance with KRS 304.9-432. Passing the applicable examination during apprenticeship automatically terminates the apprentice license and issues the ordinary adjuster license in its place. The apprenticeship lasts no more than 12 months.
Home State
Eligible to designate Kentucky as home state.
Lines Of Authority
KRS 304.9-430(9) permits property and casualty, crop, or both. The examination must correspond to each line requested.

This restriction applies on September 22, 2026; a general statutory route below does not by itself permit a new application during the moratorium.

The same lines of authority were held under a similar Kentucky license other than a temporary license within the preceding 12 months. A previous revocation or suspension for reasons other than continuing-education noncompliance disqualifies the exemption.

Official no-examination sources

Effective from 2026-07-15.

Biennial renewal, including timely late renewal and hardship requests
No examination is required for this applicant pathway.
Continuing Education
Complete 24 approved continuing-education hours, including three ethics hours, subject to statutory exemptions. Resident and Kentucky-designated-home-state public adjusters must document compliance; reciprocal nonresident compliance may be satisfied in the home state.
Course Examinations
KRS 304.9-295(6)(d) conditions credit on passage when a chosen course has a written examination; these unspecified course assessments are applicant conditions, not registered licensing examinations.
Existing License
