Licenses, application pathways and examination requirements
Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.
Psychologist-Doctorate
Doctoral-level psychology license. Act 84 specialty issuance provisions take effect July 1, 2029; the prescribing specialty is outside the evaluation-date credential set. School educator licenses are issued by the education authority, and PSYPACT privileges are commission authorizations rather than additional Board-issued licenses.

Licensure based on current ABPP diplomate status
- Diplomate
- Demonstrate current diplomate status in good standing in an academy of the American Board of Professional Psychology. Certification is an applicant qualification, not an additional exam leaf.
- Jurisprudence
- Complete Vermont jurisprudence under Rule 2.1(b); Rule 2.21 excuses applicants who previously took it.
- Other license
- Licensed in another United States or Canadian jurisdiction.
- Statutory and rule wording
- 26 V.S.A. § 3014(a) lists the out-of-jurisdiction license, ABPP diplomate and acceptable individual certification provisions with a final “and” before the Vermont examination. Rules 2.1(a)(2)–(4), 2.17–2.19 and 3.15 implement separate qualification pathways; the Vermont examination is common to them. The statutory text and the implementing alternatives are both retained in this route’s sources.
Licensure based on an individual certification program
- Certification
- Present evidence of professional qualification from an individual certification program acceptable to the Board; program acceptance and certification are applicant conditions.
- Jurisprudence
- Complete Vermont jurisprudence unless previously completed under Rule 2.21.
- Other license
- Licensed in another United States or Canadian jurisdiction.

Licensure by endorsement — substantially equivalent qualifications
- Documentation
- Application, fee and license verification sent directly by the initial and most recent licensing authorities; Board review is required.
- Equivalence
- For doctoral supervised practice, Rule 2.17 treats at least 1,500 post-degree hours as substantially equivalent.
- Jurisprudence
- Pass Vermont jurisprudence and upload the answer sheet with the application.
- Other license
- Hold an active psychology license or certification in good standing in another U.S. or Canadian jurisdiction with current requirements substantially equivalent to Vermont’s.

Licensure by examination
All of the following:
- EPPP (Part 1-Knowledge)
- Psychology Jurisprudence Examination (practice unavailable)
- Age
- At least 18 years old.
- Application
- Submit application, fee, official transcripts, course requirements, experience summary and primary-source supervision reports. Education must be approved before EPPP eligibility.
- Attempts
- Application instructions permit at most four EPPP attempts in twelve months and specify a 60-day authorization period.
- Background check
- If OPR requires a criminal background check under 3 V.S.A. § 123(j), consent to release of criminal history and provide the required fingerprints.
- Education
- Hold a doctoral degree in psychology satisfying Rule 2.3 or an equivalent program satisfying Rules 2.4–2.9; foreign credentials require a Board-approved assessment. For equivalent programs, required coursework is assessment 9, intervention 9, psychopathology 9, statistical methods 3 and ethics 3 credit hours, with the program structure and 400 in-person program/clinical hours required by the rules. Permitted supplementation is at most six credit hours, with at most three in one area.
- Jurisprudence
- Upload the open-book Vermont examination answer sheet; fewer than six incorrect answers are required.
- Other board approved examinations
- The rules permit other examinations approved and announced by the Board; the identified, implemented examination is EPPP. The unnamed open remainder is an applicant condition.
- Passing score
- OPR instructions specify an EPPP passing score of 500.
- Practice recency
- Only supervised hours within five years of completion of the application count. Absent exceptional unforeseen circumstances, a year with fewer than 700 supervised hours does not count under Rule 4.12.
- Roster
- Before supervised practice in Vermont, register on the nonlicensed and noncertified psychotherapist roster unless already licensed in one of the mental-health professions excepted by 26 V.S.A. § 3011a(b). OPR instructions state that hours acquired off the roster will not count.
- Score age
- Applicants not previously licensed must have passed EPPP within five years of applying; a current examination passed before application remains an exam requirement.
- Supervised practice
- 4,000 hours of supervised practice, including at least 2,000 after the qualifying degree; post-degree practice cannot be completed in less than one year.
- Supervision ratio
- Maintain at least one supervision hour for each 20 practice hours and two for each 40; one hour must be individual and in person, the second may be group. At fewer than 20 practice hours per week, supervision must be individual. No more than 40 practice hours in one week count.
- Supervisors
- At least two post-degree supervisors, each supervising at least 500 hours; supervisors must be licensed psychologists in good standing for at least three years and meet Part 4 requirements.
Exceptional case licensure with Board waiver
All of the following:
- EPPP (Part 1-Knowledge)
- Psychology Jurisprudence Examination (practice unavailable)
- Age
- At least 18 years old.
- Application
- Submit application, fee, official transcripts, course requirements, experience summary and primary-source supervision reports. Education must be approved before EPPP eligibility.
- Attempts
- Application instructions permit at most four EPPP attempts in twelve months and specify a 60-day authorization period.

- Supervisors
- At least two post-degree supervisors, each supervising at least 500 hours; supervisors must be licensed psychologists in good standing for at least three years and meet Part 4 requirements.
- Waiver
- The Board may waive a statutory requirement when it judges qualifications appropriate. Rule 2.15 ordinarily limits this to one of education, experience or examination and applicants nationally or internationally recognized for a major professional contribution. The waiver is an applicant condition; registered examinations otherwise involved remain leaves.
Endorsement from a jurisdiction without substantially equivalent requirements
- Experience
- Section 3014(b) states an average of at least 1,000 hours per year for at least seven years, not necessarily immediately preceding application, with continuous licensing during the preceding five years.
- Jurisprudence
- Rule 2.1(b) requires Vermont jurisprudence for initial doctoral applicants; § 3014(b) authorizes issuance and does not affirmatively prohibit the Board examination.
- Other license
- Doctoral-level psychology license in the United States or Canada; good standing, no pending charges and no disciplinary finding of unprofessional conduct.
- Uniform endorsement override
- 3 V.S.A. § 136a establishes a uniform endorsement process requiring not more than three years of practice in good standing in another U.S. jurisdiction notwithstanding contrary law; the seven-year statutory route separately remains relevant for a Canadian jurisdiction or its stated qualification basis.
Uniform three year endorsement
- Jurisprudence
- OPR psychologist instructions require the Vermont jurisprudence examination.
- Other license
- Active independent psychology practice license or certification in good standing for at least three years immediately preceding application; 3 V.S.A. § 136a applies notwithstanding contrary statutes or rules.
- Verification
- Provide official verification showing the three-year period.
- Waiver
- The Director may waive the profession’s practice requirement under § 136a(c) when State policy and adequate public protection support it.
Reinstatement with continuing licensed practice elsewhere
- Absence
- Vermont license lapsed for more than five years, but applicant has continued practicing under a current U.S. or Canadian psychology license; Rule 7.3’s absence-from-all-licensed-practice trigger does not apply.
- Requirements
- Apply, pay applicable fees and meet the renewal and continuing-education requirements in Rule 7.2. Under § 135(a), actual absence from practice for fewer than five years determines inferred readiness.

3 V.S.A. § 135, uniform extended-absence standard
Reinstatement following five or more years of absence
All of the following:
- EPPP (Part 1-Knowledge)
- Psychology Jurisprudence Examination (practice unavailable)
- Absence
- Five or more years absent from practice; Rule 7.3’s express jurisprudence and supervised-practice requirements apply when the Vermont license has lapsed for more than five years and the applicant has not practiced under another U.S. or Canadian license.
- Continuing education
- Complete continuing education required for renewal and pay application and reinstatement fees.
- Jurisprudence
- Where Rule 7.3 applies, complete Vermont jurisprudence. At exactly five years or where continued outside licensure changes the rule’s trigger, the Director assesses retained competence under § 135.
- Supervised practice
- Where Rule 7.3 applies, Board approval, roster registration and 1,000 supervised hours under Part 4 are required before full reinstatement.
- Uniform discretion
- 3 V.S.A. § 135(b) overrides contrary law: the Director may recognize retained competence, require reexamination, or require reapplication in the same manner as a new applicant. EPPP is carried for that identifiable new-applicant examination path; it is not a statement that every reinstating applicant must retake it.
Reinstatement after fewer than five years of absence from practice
- Absence
- Expired or lapsed license and fewer than five years absent from practice.
- Continuing education
- Complete the continuing education that continuous licensure would have required, or a less burdensome showing permitted by the Director or profession-specific rules; Rule 7.2 specifies 60 hours within 24 months.
- Fees
- Apply for reinstatement and pay the applicable fees; unpaid renewal fees for years lapsed are not required.

Upgrade from Psychologist Master
- Doctoral hours
- If doctoral practicum/internship hours counted toward the master license, the Board policy requires 2,000 post-doctoral supervised hours before upgrade.
- Education
- Subsequently earn a doctoral degree in psychology satisfying the doctoral rules; file a new application and certified transcripts.
- Existing license
- Currently licensed in Vermont as a Psychologist-Master.
- Jurisprudence waiver
- Rule 2.21 requires jurisprudence only if not previously taken; previous completion is an applicant condition. Rule 2.20 does not require another EPPP sitting.
Psychologist-Master
Master-level psychology license; education equivalency and supervised practice are assessed by the Board.
Licensing authority: Vermont Board of Psychological Examiners / Office of Professional Regulation · Application information
Licensure by endorsement — substantially equivalent qualifications
- Documentation
- Application, fee and license verification sent directly by the initial and most recent licensing authorities; Board review is required.
- Equivalence
- Board determines master-level equivalence under Rule 3.15.
- Jurisprudence
- Pass Vermont jurisprudence and upload the answer sheet with the application.
- Other license
- Hold an active psychology license or certification in good standing in another U.S. or Canadian jurisdiction with current requirements substantially equivalent to Vermont’s.
- Campp
- The statutory CAMPP membership alternative remains in 26 V.S.A. § 3001(10)(C); the current Board CAMPP Policy states that CAMPP no longer offers membership or review and applicants must instead meet § 3001(10)(A) and Rules 3.4–3.9.
- Doctoral hours
- With prior Board approval, qualifying third- and fourth-year doctoral practicum or doctoral internship hours after a qualifying master’s degree may count toward master-level post-degree practice. A licensee who uses those hours must subsequently complete 2,000 post-doctoral supervised hours before a Rule 2.20 upgrade.
- Education
- Hold a qualifying master’s degree in psychology. Rules 3.4–3.9 govern equivalent programs, including at least 60 credits, 275 in-person program/clinical hours, assessment/intervention/psychopathology six credits each, statistical methods and ethics three each, and permitted supplementation of at most six credits.

- At least two post-degree supervisors, each supervising at least 500 hours; supervisors must be licensed psychologists in good standing for at least three years and meet Part 4 requirements.
- Waiver
- 26 V.S.A. § 3011a(c) allows the Board to waive any requirement in exceptional cases when appropriate qualifications are demonstrated. Discretionary waiver does not remove the currently offered examinations from the route.
Uniform three year endorsement
- Implementation difference
- 3 V.S.A. § 136a(a) expressly applies to all OPR professions, while current OPR Fast Track Endorsement instructions list “Psychological Examiners: Master and Temporary” as unavailable and the psychologist application labels Fast Track as “Doctorate applicants only”. The Board’s general psychologist application page offers accelerated licensing to out-of-state Master’s & Doctorate applicants. This route preserves the statutory entitlement; applicants must address the stated OPR master-license restriction.
