- 58-60-115(6) refers to a profession-specific jurisprudence examination only if required of new applicants. R156-60e-302.4 and the Board exam information identify NCMHCE and educational NCE requirements for counselors; they do not identify a counselor jurisprudence paper. This contingent unnamed slot remains a condition.

- Competency
- Division determines that education, credentialing examination, experience and skills demonstrate competency.
- Division discretion
- R156-1-302(4) permits the Division to require one or more profession examinations. The NCE and NCMHCE are the currently registered examinations identified in R156-60e for this profession. - Prior license
- Previously licensed in a US jurisdiction or outside the United States.
- Prior other exams
- An unnamed prior credentialing examination, another jurisdiction's own examination, or another country's examination used in an equivalency review is an applicant qualification; it is not a Utah examination leaf.
Discretionary endorsement — substantially similar licensing requirements
At least one of the following alternatives:
- Division discretion
- R156-1-302(4) permits the Division to require one or more profession examinations. The NCE and NCMHCE are the currently registered examinations identified in R156-60e for this profession.
