Physical Therapist License

California license to practice physical therapy as a physical therapist, issued by the Physical Therapy Board of California under Business and Professions Code Chapter 5.7.

Licensing authority: Physical Therapy Board of California · Application information

Licensure by endorsement: physical therapist licensed in another U.S. jurisdiction (BPC 2636.5)
Education
Graduate of a Board-approved education program, or has met the foreign-educated requirements of BPC 2653; meets BPC 2635 and 2650 (BPC 2636.5(a)(2)-(3)).
License Applicant Status
License applicant status may be granted with a complete application except for the CAL-JAM score; the applicant may practice under supervision until the license is issued (BPC 2636.5(c); Board endorsement PTLA page).
Prior Examination
Has passed, to the Board's satisfaction, a licensing examination the Board considers comparable to the examination used in California (BPC 2636.5(a)(1)); the statute does not name the examination, so it is recorded as a condition.
Prior Licensure
At the time of application, licensed as a physical therapist in a U.S. state, district or territory whose licensing requirements the Board considers equal to or higher than California's (BPC 2636.5(a)(1)).
Work History
May be required to file a statement of past work activity (BPC 2636.5(b)).
Written Examination Wording
BPC 2636.5(a) states that such an applicant "may be issued a license without a written examination"; the Board treats the NPTE as the written examination (16 CCR 1398.28) and its endorsement pages require the CAL-JAM, as does FSBPT for all new-license applicants.
Licensure by examination: graduate of a physical therapist education program approved by the Board (US educated new graduate)
Applicant Profile
Does not already hold a physical therapist license in another U.S. jurisdiction (otherwise the endorsement route applies).
Education
Graduate of a professional degree program approved by the Board (CAPTE or Physiotherapy Education Accreditation Canada accredited programs are deemed approved), including at least 18 weeks of full-time clinical experience (BPC 2650(a), 2651).
Exam Eligibility
The Board page states eligibility for the NPTE and the law examination begins within 90 days of graduation, after registering and paying through FSBPT.
Law Exam Naming
The Board new-graduate page still says "NPTE and CAL-Law"; the Board announced that the California Law Exam changed to the CAL-JAM effective July 1, 2024.
License Applicant Status
A graduate with a complete application may be granted physical therapist license applicant (PTLA) status and practice under supervision for no more than 120 days pending the first examination result; the status ends on failing the first attempt (BPC 2639).
Qualifications
Over 18 years of age, not addicted to alcohol or any controlled substance, no acts or crimes constituting grounds for denial under BPC 480 (BPC 2635).
Licensure by examination: graduate of a physical therapist education program not approved by the Board and located outside the United States (foreign educated)
Clinical Service
Nine months of Board-approved supervised clinical service as a physical therapist license applicant, begun only after passing the examinations; three months are waived for a law and professional ethics course or four ethics CE units, and one month is waived per month of licensed practice in another state (BPC 2653(c); 16 CCR 1398.26.5).
Education
Documentary evidence, through a credentials evaluation service meeting 16 CCR 1398.25, of a professional degree substantially equivalent to a Board-approved program and entitling the applicant to practice in the issuing country; evaluated with the FSBPT Coursework Tool (BPC 2653(a); 16 CCR 1398.26, 1398.26.1).
English Proficiency
TOEFL scores of at least Reading 22, Listening 21, Writing 22, Speaking 24 in a single administration, unless the physical therapist degree was earned in Australia, Canada other than Quebec, Ireland, New Zealand, the United Kingdom, the United States or another English-speaking country specified by the Board (BPC 2653(b); 16 CCR 1398.26.3). The TOEFL is a language test, not a route examination.
Identification
U.S. Social Security Number or ITIN required to apply (Board foreign-educated PT page).
Qualifications
BPC 2635 qualifications apply.
Restoration of an inactive physical therapist license to active status (BPC 704; 16 CCR 1399.98(e))
No examination is required for this applicant pathway.
Continuing Education

Placement of a current physical therapist license on inactive status (BPC 701; 16 CCR 1399.98)

Eligibility
Current license not suspended, revoked or otherwise punitively restricted; written request and payment of the normal renewal fee (BPC 701(b); 16 CCR 1399.98(a)).

No examination is required for this applicant pathway.

Disclosure
Disclose on the renewal application any misdemeanor or other criminal offense of which the licensee was found guilty or to which the licensee pleaded guilty or no contest (BPC 2644(b)).
Expired License

Optional Cal Jam
Completing the CAL-JAM is one optional way to meet the 2 hours in ethics, laws and regulations; BPC 2649(b) bars requiring an examination as a condition of renewal.
