Licenses, application pathways and examination requirements
Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.
Private Applicator Certificate
Restricted-use pesticide application for agricultural production in Categories 90 and 91.
Licensing authority: Virginia Board of Agriculture and Consumer Services; VDACS Office of Pesticide Services · Application information
Initial certification by examination
- Activity
- Use or supervise restricted-use pesticides to produce an agricultural commodity on property owned or rented by the applicant or employer, or on another producer’s property only without compensation other than traded personal services.
- Age
- The VDACS 2023 proctor guidelines require a minimum age of 16.
- Application
- Apply and take the examination within 90 days at an authorized location under 2VAC5-685-40(A). The current VDACS page permits testing at a VCE office without a prior application or authorization letter; the exam appointment includes the application.
- Category
- Categories 90 and 91 describe the authorized agricultural-commodity and ornamental-production activities; the current private examination is one paper, rather than an invented general-knowledge fragment.
- Special categories
- VCE ENTO-625 (August 28, 2025) expressly says Category 94 is not yet available or required. Its mention in the training-manual listing does not establish a currently offered independent exam.
- Training
- Complete Board-approved training; study the appropriate Virginia training manual.
Board required reexamination or special examination
- Applicant status
- Suspension, revocation or modification, technological developments, EPA standards or Board regulations trigger reexamination. Any unidentified additional special examination is an applicant condition.
Reciprocal recertification and renewal
- Qualifications
- Maintain base certification, provide proof before Virginia expiration, hold certification in a jurisdiction that grants reciprocal recertification in like categories, and meet all other Virginia recertification requirements. After the expiration grace period, reinstatement requires Virginia reexamination.

Reciprocal recertification conditions
Certification by reciprocal agreement
- Documents
- Original certification or an attested copy sent by the issuing authority; power of attorney to a Virginia resident or proof of a Virginia registered agent. Maintain the base certificate; its suspension or revocation may suspend Virginia certification.
- Limited authorization
- Certification is limited to the Virginia classes and categories approved.
- Prior testing
- Base certification must be from the jurisdiction where examinations were taken, rather than a reciprocal certificate obtained from somewhere else; those external examinations and certification are applicant conditions.
- Qualifications
- Current nonresident certification by another jurisdiction or a federal agency substantially in accordance with Virginia requirements, subject to the Commissioner’s reciprocal issuance decision.

Reinstatement after expiration exceeding 60 days
- Applicant status
- Certification is invalid on expiration; failure to renew within 60 days requires reexamination, including certificates originally issued through reciprocity.
Biennial recertification by examination
- Applicant status
- Applicant elects reexamination in basic pesticide safety and the categories desired in lieu of recertification courses.
Biennial renewal with approved recertification courses
- Administration
- 2VAC5-685-130(A) requires commercial/technician renewal applications; the current lower-ranked VDACS page describes automatic renewal with credited courses and elimination of renewal fees effective March 17, 2022.
- Qualification
- Complete the Board-approved recertification course for each held category within the biennial period. Certificates are invalid after expiration; required credit may still be obtained in the 60-day grace period, but pesticide application remains prohibited until renewed.
