Licenses, application pathways and examination requirements
Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.
Nursing Home Administrator License
Licensing authority: Hawaii Department of Commerce and Consumer Affairs, Professional and Vocational Licensing Division · Application information
Initial licensure by examination
- Attempt limit
- Under HAR §16-90-18(b), failure to pass both parts after six examinations within three years requires reapplication.
- Board application conflict
- The December 2025 Board application names NAB national testing but does not list the Hawaii state examination; HAR §16-90-18(b) still expressly requires that state examination.
- Education
- Baccalaureate degree plus approved course or qualifying substitute; qualifying masters degree may satisfy education requirements.
- Experience
- One year facility administration or administrator-in-training, or allowed substitute.
- Fitness
- Age over 21, good moral character, fitness and suitability evidence, character references, and conviction documentation when applicable.
Reactivation
- Board form
- Board reactivation table lists no other requirement for nursing home administrators.
- Status
- Previously inactive license; file reactivation application and required fees; Board may request fitness information.
Reciprocity
- Local knowledge
- Applicant is familiar with Hawaii state and local health and safety regulations.
- Out of state license
- Valid and unsuspended license in each jurisdiction; originating state has substantially equivalent standards and reciprocal recognition.
Reinstatement
- Suspension
- Previously suspended license; complete terms of suspension order and pay applicable fees.
Renewal
- Timing
- Renew before June 30 of even-numbered years on Board form with renewal fee.
Restoration
- Timing
- Restore within three years after forfeiture by written application, delinquent and penalty fees, and ten hours of education for each forfeited year.
Limited and Temporary Nursing Home Administrator License
Licensing authority: Hawaii Department of Commerce and Consumer Affairs, Professional and Vocational Licensing Division · Application information
Limited and temporary issuance pending examination
- Board instruction
- The December 2025 application says all examination requirements must be met for limited and temporary licensing.
- Eligibility
- Otherwise qualified for examination; temporary permit may be issued after death or unexpected removal of licensed administrator to responsible person designated by nursing home.
- Exam timing
- Issued before examination; failure to pass voids permit.
- Expiry
- Effective until next licensure examination process; temporary permit generally no more than 120 days, extendable if exam occurs later.
