Notary Public
Five-year Connecticut notary public appointment under §3-94b, available to eligible residents and persons with a principal place of business in Connecticut.
Licensing authority: Connecticut Secretary of the State, Business Services Division · Application information
Initial appointment by examination
- Application
- Complete the Secretary-prescribed online application and required handwritten materials truthfully and without omission; the examination is part of that application.
- Character
- The Secretary may deny appointment for a felony or dishonesty/moral-turpitude conviction, restriction or discipline of a notary appointment or professional license, or official misconduct; absence of disciplinary proceedings does not remove the misconduct ground.
- Connecticut Connection
- Be a Connecticut resident or have a principal place of business in Connecticut at application and appointment; retain one of these connections while commissioned.
- Provide a residential address and valid email address; nonresidents must also provide the Connecticut principal-business address.
- Fee
- Pay the nonrefundable $120 application fee. The licensing page tells active Connecticut state employees applying for use in official duties to attest to their employment and states that the application fee will be waived, subject to audit.
- Jurat And Writing Sample
- Upload the completed handwritten Jurat and Writing Sample, subscribed and sworn to before an officer authorized to administer oaths; it is an application component, not a separately identified assessment.
- Minimum Age
- Be eighteen years of age or older at the time of application.
- Oath And Recording
- Within thirty days after receipt of the certificate, take and record the oath and certificate with the town clerk of the Connecticut residence or, for a nonresident, the Connecticut principal place of business. Agency instructions say to take the oath before performing notarial acts.
- Pending Application
- The manual says an application left pending by the applicant for more than ninety days fails and the application fee is forfeited.
- Recommendation
- Provide a Certificate of Character signed by an unrelated public official or reputable business or professional person who has personally known the applicant for at least one year.
Reinstatement after inactive commission
- Inactive Commission
- The commission has expired for more than ninety days and is inactive; contact bsd@ct.gov for reinstatement rather than using the new-applicant process.
- Reinstatement Requirements
- The manual states that reinstatement mirrors the requirements of a new application and costs $120; the licensing page expressly requires the Jurat and Writing Sample for reinstatement.
Reappointment / renewal
- Agency Renewal Instructions
- The Secretary's Notary Public Manual (Rev. 2023-2), §3.3, describes the renewal steps as: "If the applicant wishes to continue to be a notary, the notary must use the log-in information contained in the renewal correspondence, swear that they have not been convicted of a crime since the last appointment, and pay a fee of sixty dollars ($60.00)." It does not describe a new examination step in those renewal instructions.
- Fee
- Submit the prescribed reappointment application and nonrefundable $60 fee under §3-94d.
- Lapse
- The manual says the licensee must stop performing notarial acts after expiration until receiving a new certificate and taking the oath for the new term; a commission in the ninety-day grace period is lapsed.
- Prior Commission
- Hold or have recently held the Connecticut appointment being renewed.
- Renewal Window
- The licensing page permits renewal from ninety days before expiration through ninety days after expiration; after that, email the office for reinstatement.
- Statutory Examination
- Section 3-94d requires the applicant to otherwise comply with all requirements for being appointed and serving as a notary; the written examination in §3-94b(b)(3) is therefore retained under the contract's higher-source rule.
Notary Public
Restricted notary public appointment under §3-94e for state police majors, captains, lieutenants and sergeants; authority is limited to official police matters, with mandatory resignation when state-police employment ends.
