Licenses, application pathways and examination requirements
Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.
Manicurist License
Individual license to practice manicuring for compensation.
Licensing authority: Rhode Island Department of Health — Board of Hairdressing and Barbering · Application information
Licensure by credentials from an equivalent jurisdiction
- Application
- Submit the signed/notarized application, identification, required supporting documents and $25 nonrefundable fee; the application is valid for one year.
- Existing License
- Hold a manicurist license in another state with equivalent requirements; § 5-10-11(a) also requires reciprocal privileges and Department acceptance of credentials.
- Good Standing
- Provide verification of licensure in good standing from every jurisdiction in which a license is or was held.
- Practical Examination
- R.I. Gen. Laws § 5-10-8(a)(6) and 216-RICR-40-05-4 § 4.5.2(C) require a Division-approved practical examination, administered in the manner prescribed by the Department, with a minimum score of 70%. The obtained official sources do not resolve this slot to a separately identifiable examination; it remains a condition, not an invented exam leaf.
- Prior Examinations
- Rule § 4.5.3(A)(2) requires an acceptable written and practical examination already passed. The Board application says: "If you did not take both examinations, you will be required to take the missing examination(s) here in Rhode Island." Examinations specific to another state are applicant evidence, not Rhode Island leaves.
- Waiver Discretion
- R.I. Gen. Laws § 5-10-8(c) permits case-by-case licensure with or without examination when another state maintains substantially equivalent standards. A waiver or acceptable prior examination can excuse this applicant from sitting a mounted examination.

- Prior Examination Review
- The application requests evidence of both written and practical examinations and states that missing examinations must be taken in Rhode Island.
- Training Credit
- Rule § 4.5.4(A)(1) permits up to 1,000 hours of credit for combined foreign training and experience with at least 30 months of active practice when foreign requirements are not equivalent; Department approval and the general qualifications of § 4.4.2 remain required.
- Written Examination
- Complete all required hours before scheduling the NIC written examination with PSI; minimum written passing score is 70%.
Licensure for an existing out of state licensee by examination
- Application
- Submit the signed/notarized application, identification, required supporting documents and $25 nonrefundable fee; the application is valid for one year.
- Existing License
- Currently licensed as a manicurist in another state; § 5-10-11(b) authorizes licensure after passing the Division’s written and practical examinations.
- Good Standing
- Supply verification from every jurisdiction of licensure.
- Training Credit
- When another state’s requirements are not equivalent, rule § 4.5.3(A)(3)(c) permits 20 hours of instructional credit for each three months of licensed active practice, up to 100 hours. Complete remaining training required for Rhode Island licensure.
- Written Examination
- Complete all required hours before scheduling the NIC written examination with PSI; minimum written passing score is 70%.
Reinstatement after failure to renew
- Administrative Disagreement
- The statutory renewal deadlines and the rule’s September 30 deadline differ; the discrepancy is retained as an applicant condition and does not create an examination requirement.
- Expired License
- The license was not renewed on time.
- Payment
- Section 5-10-10(b) permits reinstatement on payment of the current renewal fee. Rule § 4.6(D) states that the current renewal fee plus an additional fee is required.
