No examination is required for this applicant pathway.
Application
Submit the Board-approved application, applicable proof of qualifications and fees; Board approval and issuance are required before practice.
Board form demand
SFN 11800 (12-2025), page 3 item 3 states: "3. Must have taken and passed a practical test, the NIC National Theory test, and the North Dakota Laws, Rules, & Regulations test". The same form also states: "Applicants may be required to take the North Dakota Laws, Rules & Regulations test. If you are required, you may schedule the examination with Prov Exams at https://www.provexam.com/register or call (801)733-4455.". These implementing examination demands are retained as conditions under the contract source hierarchy, rather than substituted for the specific statutory exemption.
Discipline
No revocation or voluntary surrender while under investigation; licence good standing is required and discipline must be resolved to the Board satisfaction.
Equivalent standards
The issuing jurisdiction must have a similar scope and substantially similar or equivalent examination licensure standards, verify its minimum education requirements were met, and verify good standing in all licensing jurisdictions for at least one year before application.

Source hierarchy
The specific statutory direction in NDCC 43-11-25(2)(a) to issue this qualifying licence without examination governs this route. General discretionary examination permissions do not displace this specific exemption.

Official no-examination sources

Effective from 2026-09-22.

Endorsement based on training or substantially equal work experience

All of the following:

Application
Submit the Board-approved application, applicable proof of qualifications and fees; Board approval and issuance are required before practice.
Board determination
NDAC 32-05-01-01.2 requires Board-determined examinations when licensed for less than one year, or when the original jurisdiction did not require NIC practical and theory or equivalent examinations and the applicant has held that licence less than three years. The Board determines the applicant procedures after all records are received.
Discipline
No revocation or voluntary surrender while under investigation; licence good standing is required and discipline must be resolved to the Board satisfaction.
Exam evidence
The required current examinations include prior passing scores stated by SFN 11800 item 3; equivalent original-jurisdiction examinations and any Board waiver are applicant conditions, not additional examination identities.
Fees
Pay the applicable endorsement and original licence fees after approval.
Identity
Submit two valid, unexpired identification documents, including at least one primary document, under NDAC 32-01-03-09; originals or further verification may be requested.

Training records
The Board form requires successful school or USDOL program completion and an official school transcript if licensed for less than five years. The form alternative of work in three of the last five years is lower-ranked than the statutory three-year experience credit window.
