Licenses, application pathways and examination requirements

Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.

Limited license

Statutory limited form of nail technician licensure under Idaho Code §§ 67-9406(5) and 67-9409(6). The Board may restrict practice to the scope authorized by the applicant’s prior jurisdiction while additional qualifications for full licensure are completed.

Military endorsement — initial restricted scope limited license
No examination is required for this applicant pathway.
Application
Submit the condensed military application to validate status and authorization; no application fee may be required under § 67-9406(4).
Discipline
Disclose current, pending and subsequent disciplinary proceedings; the authority may withhold, revoke or condition authorization under § 67-9406(3).
Eligibility
Military member, former member discharged under honorable conditions, veteran, or spouse, holding current, valid, unrestricted authorization in another US jurisdiction, the armed forces, or the National Guard under § 67-9406(1)–(2).
Examination basis
The initial limited grant in § 67-9406(5) authorizes the already-qualified restricted scope pending additional qualifications. Its examination permission expressly concerns qualification for the full license, not the initial restricted grant.
Later assessment
A narrowly tailored examination or partial examination may later establish qualifications for the full license; it is an unnamed slot and is recorded on the separate conversion-route note.
Restricted grant
Under § 67-9406(5), the Board may grant a limited license when Idaho’s scope exceeds the prior jurisdiction’s. Practice is restricted to the prior authorized scope for the Board-defined period pending additional education, training or other requirements.
Scope
The no-exam condensed endorsement applies to the full scope already qualified for. A broader Idaho scope may trigger the separate limited-license provision and a narrowly tailored full-license assessment under § 67-9406(5).
Continued good standing during military service
No examination is required for this applicant pathway.
Duration
The license remains in good standing without renewal during service and for six months following discharge; fee exemption is available under § 67-2606.
Examination basis
Section 67-2606 expressly keeps the existing license in good standing without renewal during the covered period; it requires no examination.
Limited term
Renewal or reinstatement does not expand the restricted scope or extend the Board-defined limited-license period under §§ 67-9406(5) or 67-9409(6).
Military service
Existing license holder serving in US or allied armed forces or auxiliary services, or qualifying prisoner of war, under § 67-2606.
Reinstatement after failure to renew — within five years
No examination is required for this applicant pathway.
Board requirements
Provide documentation of timely-renewal requirements and any other division reinstatement requirements under § 67-2614(9).
Cancellation
The authorization was canceled for failure to renew, and no more than five years have elapsed.
Examination basis
Section 67-2614(9) defines short-lapse reinstatement by renewal-compliance documentation and division requirements; no examination is specified for this process in § 54-5821, § 67-2614(9), or the profession’s current rules.
Limited term
Renewal or reinstatement does not expand the restricted scope or extend the Board-defined limited-license period under §§ 67-9406(5) or 67-9409(6).
Payment
Pay any applicable reinstatement fee, renewal fees and amounts due, or comply with an approved payment arrangement.
Renewal
No examination is required for this applicant pathway.
Cycle
Section 54-5821 requires biennial renewal; DOPL transitioned cycles beginning July 1, 2026. The actual expiration date controls the applicant’s filing.
Examination basis
Idaho Code §§ 54-5821 and 67-2614(6) define renewal through an application, fees and confirmation of applicable renewal requirements; the profession’s current rules do not add a renewal examination.
Existing authorization
Hold the existing Idaho authorization; renew in the Board-prescribed manner before expiration.
Limited term
Renewal or reinstatement does not expand the restricted scope or extend the Board-defined limited-license period under §§ 67-9406(5) or 67-9409(6).
Renewal submission
Submit the completed renewal application, required fee, confirmation of applicable renewal requirements, and pay amounts due or comply with a payment arrangement under § 67-2614(6)(b).
Universal licensure — limited nail technician scope

All of the following:

Application
Submit supporting materials, ordinary background checks and standard licensing fees under § 67-9409.
Examination discretion
Under § 67-9409(4), the Board may require all or part of its existing NIC nail examinations to demonstrate competency; whether an applicant must sit them is a condition.
Prior authorization
Current valid unrestricted US nail-technology authorization whose scope is narrower than Idaho’s.
Restriction
The Board may issue a limited license under § 67-9409(6), restricting practice to the prior scope for a limited period pending additional education, training or other requirements.

Nail Technician

Personal license to practice nail technology: manicuring, pedicuring, artificial nails, and hand and foot massage. Statutory exemptions remain applicable; a practice venue may separately require an establishment license.

Conduct
Show no conduct constituting grounds for discipline under § 54-5823, as required by § 54-5810(1)(d).

Minimum age
At least sixteen and one-half years old at application under § 54-5810(1)(a).

Application
Submit the Board-authorized application, required fee, and supporting documentation under Idaho Code § 54-5808.
Board review
The Board or its agent evaluates the endorsement application.
Conduct
Show no conduct constituting grounds for discipline under § 54-5823, as required by § 54-5810(1)(d).
Examination basis
Idaho Code § 54-5816 expressly provides endorsement without examination and omits § 54-5810(1)(c) from the required general qualifications.
General education
At least two years of high school or Board-determined equivalent education, including qualifying nonpublic-school education, under § 54-5810(1)(b).
Implementation caveat
The 2026.01.05 Idaho Prov bulletin, page 2, says applicants ‘must successfully complete the written examination’ and ‘and the practical examination.’ Idaho Code § 54-5816 expressly authorizes this route “without examination”; that controlling statute governs this endorsement route.
Minimum age
At least sixteen and one-half years old at application under § 54-5810(1)(a).
Prior authorization
Hold a certificate of qualification or license from the proper authority of another US jurisdiction or a foreign country.
Qualification basis
