- Qualification Review
- Recognition is subject to the Board determining the statutory conditions and accepting the evidence. The ordinary application also requests supervisor training and experience verification; ask the Board how to document the experience-recognition application.
Universal license recognition based on an existing license
- Board Contact
- DPOR ULR page directs applicants whose occupation has no listed ULR form to contact the appropriate regulatory board. The pinned Board application remains the ordinary examination application, not an ULR-specific form.
- Controlling Recognition
- §54.1-205(B) recognizes the qualifying license as fulfillment of Virginia qualifications. The ordinary application and 18VAC15-30-52(I)(3) also describe supervisor training, experience and technical examination. For this statutory recognition route the higher-ranked recognition provision governs; applicants should obtain Board instructions concerning the ordinary form and its additional requests.
- Criminal Record
- No disqualifying criminal record under §54.1-204 (§54.1-205(B)(5)).
- Discipline
- No discipline except a financial penalty involving no harm to public health or economic well-being (§54.1-205(B)(6)).

- Implementation Discipline
- DPOR ULR page states "no disciplinary actions"; the controlling statute permits the limited financial-penalty exception described above.
- Jurisprudence
- The Board may require its Virginia Law examination under §54.1-205(E); 18VAC15-30-52(J) identifies the examination for Lead Supervisor applicants, so it is retained with Board discretion as a condition.
- License
- Hold a current valid license/government certification in another United States jurisdiction for at least one year, in a profession with a similar scope as determined by the Virginia Board (§54.1-205(B)(1),(2)).
- Prior Examination
- The original licensing jurisdiction must have required an examination and education, training or experience standards (§54.1-205(B)(3)). That unidentified or other jurisdiction examination is an applicant condition; the statute does not identify the frozen EPA national exam.
