Lead-Based-Paint Supervisor Certification

Certification to oversee lead-based paint activities; certified supervisors may also perform worker tasks. Initial and reciprocal applicants take the EPA-developed supervisor certification examination in Pennsylvania.

Licensing authority: Pennsylvania Department of Labor & Industry · Application information

Initial recertification after supervisor training expires
Application
Submit LIBI-607L, LIBI-622L, LIBI-615L, training certificates and applicable fees. Exam registration is reviewed before scheduling. Government/nonprofit certification-fee exemptions do not themselves exempt the applicant from the certification exam.
Employment
LIBI-607L requires a separate supervisor application for each employer if working for more than one certified lead abatement company; the application fee is paid once.
Enforcement
Disclose prior enforcement actions, sanctions and terminated abatement activities and provide enforcement reports as required by LIBI-607L.
Exam location
The EPA-developed supervisor examination must be taken through Pennsylvania even if the applicant has already taken an examination elsewhere; another jurisdiction license does not itself authorize Pennsylvania practice.
Experience
One year of experience as a certified lead-based paint abatement worker OR at least two years in a related field or building trades, documented on Verification of Experience LIBI-615L (40 CFR 745.226(b)(1)(iii)(C), incorporated by 34 Pa. Code 203.2(d)).
Training
Successfully complete an accredited supervisor training course and provide the training certificate; provider course testing is a training qualification, not a separately identified certification examination. Section 203.3(c) requires a monitored course test with a 70% passing score and permits an equivalent oral examination for students unable to take a written test.
Training lapse
No grace period for refresher training. If the training certificate has expired, retake the initial supervisor course and apply for initial certification; follow the applicable Pennsylvania or accepted outside-training initial procedure.
Initial certification with accepted out of state supervisor training

Training continuity
Provide the initial supervisor certificate and every subsequent refresher certificate to show no gaps in training. Training must be accepted from a program accredited by an EPA-authorized jurisdiction.

Certification through the statutory reciprocity procedure
Application
Submit LIBI-607L, LIBI-622L, LIBI-615L, training certificates and applicable fees. Exam registration is reviewed before scheduling. Government/nonprofit certification-fee exemptions do not themselves exempt the applicant from the certification exam.
Employment

Reciprocity
The Department must designate a jurisdiction with substantially similar certification standards and establish a reciprocity agreement; 34 Pa. Code 203.7(b)(2) still requires compliance with 203.4(b). Recognition of training does not substitute for Pennsylvania certification or the Pennsylvania-administered EPA exam.
Training
Successfully complete an accredited supervisor training course and provide the training certificate; provider course testing is a training qualification, not a separately identified certification examination. Section 203.3(c) requires a monitored course test with a 70% passing score and permits an equivalent oral examination for students unable to take a written test.
Training continuity
Supply accepted initial and refresher training certificates demonstrating no lapse.
Annual renewal of existing supervisor certification
Employer status
The Department FAQ states that employees of an abatement company with expired certification cannot renew until the company renews its certification.
Exam reading
34 Pa. Code 203.4(e) renews certification in the same manner as 203.4(a) and (b), retaining the approved-examination passing qualification. The registered currently offered EPA supervisor exam is therefore retained as a leaf; prior successful passage may satisfy it. The current application does not instruct existing supervisors to retake it.
Implementing instructions
LIBI-607L, page 2, states: If you have held a Pennsylvania Lead certification previously and are applying to renew it, you need to submit a copy of your most recent valid training course certificate and any training course certificate(s) taken since you last applied, along with a completed application and applicable fee.
Prior certification
Applicant has previously held Pennsylvania supervisor certification in this same discipline.
Refresher training
Section 6(b) requires successful completion of approved refresher training. Current training must remain valid; provide the most recent certificate and every certificate obtained since the last application. Take refresher training before the existing training certificate expires.
Renewal application
Submit LIBI-607L and applicable fee; certification is issued annually through the training certificate anniversary date.
