Lead-Based Paint Abatement Supervisor Certification
EPA-administered individual supervisor certification for lead-based paint abatement in New Mexico target housing and child-occupied facilities under 40 CFR Part 745, Subpart L.
Licensing authority: U.S. Environmental Protection Agency (EPA) · Application information
Certification based on a valid EPA authorized state or tribal supervisor certification
- Application
- EPA Individual Certification, Requirements for Certification if You Are Already Certified by an EPA-Authorized State or Tribal Program: apply electronically with a PDF copy of the valid certification, passport photograph and applicable payment.
- Authorized training alone
- EPA Question 23002-33443: a course accredited by an authorized program alone does not substitute for its certification; the applicant must complete certification in that program and submit its valid certification to EPA.
- Exemption
- EPA Individual Certification expressly states: "You do not need to take an EPA-accredited initial training course or the third-party exam." Examinations used to obtain another jurisdiction’s credential are not requirements of this New Mexico route.
- Existing certification
- 40 CFR 745.226(a)(1)(ii): hold and submit a copy of a currently valid lead-based paint activities supervisor certification or equivalent issued by an EPA-authorized state or tribal program; certification must be in the same discipline.
- Fee
- 40 CFR 745.226(a)(6) and EPA Individual Certification: pay the applicable certification fee using the online application’s supported payment method.
- Photograph
- EPA Individual Certification, Requirements for Passport Photos: provide a recent passport photograph taken within six months, front view on a white/off-white background, showing head and shoulders without hats or dark glasses; retouched or profile images are unacceptable.
- Practice scope
- 40 CFR 745.220 and 745.223: certification governs lead-based paint abatement in target housing and child-occupied facilities in New Mexico, where EPA administers the program. The owner-occupied dwelling exception in 745.220(b) applies only on that provision’s terms.
- Renewal
- 40 CFR 745.226(b)(5) and (e): maintain certification through recertification. The rule gives a three-year cycle for a course test plus hands-on assessment and a five-year cycle for a proficiency test; EPA’s Individual Certification page says, "You must be recertified every three years." Follow the expiration date stated on the EPA certificate.

- Application
- EPA Individual Recertification, Requirements for Applying for Recertification: apply online after training with a PDF course completion certificate, passport photograph and applicable payment.
- Certification cycle
- 40 CFR 745.226(e)(1) requires recertification every three years after a training course with a course test and hands-on assessment, or every five years after a proficiency-test course. EPA Individual Recertification states that a renewed certificate begins at the current expiration date and expires three years later; the existing certificate identifies its expiration.
- Existing certification
- EPA Individual Recertification: hold an EPA supervisor certification and receive recertification before it expires to continue lead-based paint activities.
- Fee
- 40 CFR 745.226(e)(3): pay the applicable recertification fee.
- Initial course substitution
- EPA Individual Recertification, Requirements for Refresher Training: when an accredited refresher course cannot be found, successfully complete the entire accredited initial supervisor course instead. No third-party exam is required for that substitution.

- Photograph
- EPA Individual Certification, Requirements for Passport Photos: provide a recent passport photograph taken within six months, front view on a white/off-white background, showing head and shoulders without hats or dark glasses; retouched or profile images are unacceptable.

- 40 CFR 745.226(e)(2) and EPA Individual Recertification: successfully complete an accredited supervisor refresher course and electronically submit its valid completion certificate; the course may be accredited by EPA or an EPA-authorized state or tribal program.
- Timing recommendations
- EPA Individual Recertification recommends submitting the application at least 90 days before certification expiration and taking refresher training no earlier than 18 months before expiration. These recommendations do not extend the certificate’s expiration date.
