Additional extension after canceled or missed refresher course
- Application
- Submit the discipline-specific renewal application, a statement explaining inability to obtain refresher training in the six months before expiration, recent passport photograph, electronic payment confirmation and training-provider registration showing applicant name, DOH ID, class date and discipline. NJDOH approval is required; submit completed refresher training for issuance of the new permit.
- Prior Extension
- An extension has already been approved, but the registered refresher course was canceled or could not be attended. Before the extension expires, email registration confirmation for the replacement course and explain why an additional extension is required and why the earlier course was missed. The authorization depends on the kind of extension being extended.
- Training
- An extension is based on registration for a future NJ refresher training course. The renewal training requirement remains an applicant condition.

Initial applications must be submitted within one year after training; applications pending more than one year are rejected.

- Minimum Age And Qualifications
- Meet NJDOH permit eligibility requirements. At least one year as a certified lead abatement worker and at least two years in a related field or construction trades.
- Training
- Complete NJDOH-approved training for this discipline, or obtain NJDOH approval of non-NJ training through its reciprocity process. Course completion includes a provider-developed written course examination and individually assessed hands-on work practices. - Training
- Complete NJDOH-approved training for this discipline, or obtain NJDOH approval of non-NJ training through its reciprocity process. These are training conditions: the Department permits each provider to develop its own course tests and skills-assessment procedure, rather than identifying one separate statewide course assessment.
Initial reciprocal reapplication after permit expiration exceeding 90 days
- Documents
- Submit EHS-1, notarized copies of current outside certification and initial training, notarized refresher training if initial training is more than two years old, qualifications, photograph and $150 fee. Refresher training accompanying older initial training must be no more than one year old.
- Employment
- Before conducting lead activities, be employed by a lead contractor licensed by the New Jersey Department of Community Affairs.
- Epa Verification
- When the existing certification is administered by EPA, submit section I of EHS-46 to EPA and obtain EPA completion of section II and submission to NJDOH; the application is not approved without that verification.
- Exam And Equivalency
- NJDOH's November 2018 handbook states: All individuals who wish to acquire a New Jersey Lead Supervisor for Housing and Public Buildings, Supervisor for Commercial Buildings and Superstructures, or Inspector/Risk Assessor Permit, must first complete New Jersey-approved training and second, successfully pass the third party examination recognized by the New Jersey Department of Health (NJDOH). Its eligibility provision accepts non-NJ training approved through reciprocity. The February 2024 EHS-1 SHPB checklist instead requests: "Copy of third party test results from certifying state." Those certifying-jurisdiction results are an applicant condition; they do not identify a registered nationwide examination or create a leaf for another state's examination. The New Jersey examination is retained from the handbook; the statutory equivalency entitlement and any acceptance or waiver of a new sitting remain applicant conditions.
- Experience
- Meet NJDOH permit eligibility requirements. At least one year as a certified lead abatement worker and at least two years in a related field or construction trades.
- Expired Permit
- The prior New Jersey permit has expired more than 90 days; EHS-1 treats this as an initial application. Provide currently valid outside certification and the initial-applicant documents. The SHPB checklist requests certifying-jurisdiction third-party test results, while the handbook describes the New Jersey examination for all initial applicants; the same examination and equivalency conditions as initial reciprocity are retained.
- Outside Certification
- Provide currently valid certification in the relevant discipline from an EPA-authorized jurisdiction and demonstrate a training and certification program at least as rigorous and comprehensive as New Jersey's under N.J.S.A.26:2Q-3(e). This is an applicant condition, not adoption of any particular EPA nationwide examination.
Extension permitting continued practice pending refresher training
- Application
- Submit the discipline-specific renewal application, a statement explaining inability to obtain refresher training in the six months before expiration, recent passport photograph, electronic payment confirmation and training-provider registration showing applicant name, DOH ID, class date and discipline. NJDOH approval is required; submit completed refresher training for issuance of the new permit.
- Timing
- Apply before the existing permit expires because refresher training cannot be acquired before expiration. Carry the approved extension with the expired permit to conduct activities covered by that permit.
- Training
- An extension is based on registration for a future NJ refresher training course. The renewal training requirement remains an applicant condition.
