Lead Abatement Supervisor License

Individual supervisor licensure for Missouri lead abatement projects.

Licensing authority: Missouri Department of Health and Senior Services, Lead Licensing Program · Application information

Recognition of current EPA supervisor certification
Application
Submit the completed occupation application, EPA certification proof, two recent passport-size color photographs and the nonrefundable $100 fee.
Epa Certification
Hold current EPA supervisor certification and provide a copy with its region, type, number and expiration. The Department accepts it as proof of education, training and experience. EPA certification is a qualification; Missouri evidence does not separately name the registered EPA national supervisor exam as a route requirement.
Reciprocity Agreements
The Department no longer enters into reciprocity agreements with other states but expressly accepts current EPA certification.
State Examination
Pass the Missouri supervisor state exam with at least 70%; the state issuance and retesting procedure applies.
Reapplication after license expiration
Application
Submit a completed occupation application, applicable training certificates, two recent passport-size color photographs and the nonrefundable $100 fee.
Expired License
The Missouri supervisor license expired before renewal. Do not conduct licensed activities after expiration; reapply under 19 CSR 30-70.195.
State Examination
Retake the supervisor state exam. The issuance/denial procedure of 19 CSR 30-70.160(4), including the passing-score, 180-day and retesting provisions, applies.
Training
Within one year after expiration, complete the accredited eight-hour refresher. If more than three years have elapsed without successful annual refreshers, repeat the initial training course. Submit applicable initial/refresher certificates.
Initial licensure by examination
Application
Submit a signed complete application with Social Security number, employment history and experience evidence, training/refresher certificates, two recent passport-size color photographs and a nonrefundable $100 fee. File at least 30 days before the state exam unless OLLA waives that interval. Disclose applicable other licensure, EPA certification and disciplinary history.
Exam Time And Retesting
Pass within 180 calendar days after approval, with no more than three attempts in that period. Failure within the period means denial; reapply only after repeating accredited initial supervisor training.
Experience
At least one year as a licensed lead abatement worker (Missouri, EPA or EPA-approved state); or two years in asbestos abatement or as a construction manager/superintendent; or two years managing environmental hazard remediation projects.
Incomplete Or Denied Application
Provide requested missing information within 30 calendar days. A denied applicant may submit a complete new application with another $100 fee; appeal rights are in 19 CSR 30-70.160(4)(A).
License Term
Passing applicants receive a two-year license certificate and photo identification badge.
Training
Complete an OLLA- or EPA-accredited supervisor training course and pass its course examination with at least 70%. The provider course examination is a training completion condition, not a separately identified statewide licensure examination.
Training Recency
Apply within one year of initial training; later applicants first complete the accredited eight-hour supervisor refresher. After three years without successful annual refreshers, repeat initial supervisor training.
Current jurisdictional license under RSMo 324.009.2 and .3(1)
Application
Provide the completed occupation application, current license and one-year licensure evidence, photos and the $100 fee. The statute does not waive fees, bonds or insurance.
Compact Limitation
Licensure in another jurisdiction obtained under an interstate compact is ineligible under 324.009.11; a license issued under this section is valid only in Missouri.
Current License
Hold a valid current same-occupation, same-practice-level license from a jurisdiction specified in 324.009.2 and show at least one year of licensure there.
Good Standing
No revoked license, pending investigation/complaint or disciplinary action (subject to the resolved-action provision), lack of good standing, disqualifying criminal record or invalid current license. Other occupation-specific denial grounds remain applicable.
Qualification Recognition
Section 324.009.3(1) directs waiver of exam, education and experience requirements within six months when statutory verification conditions are satisfied; it permits retention of an exam specific to Missouri law. The Department accepts current other-state licensure as proof of education, training and experience. The individual waiver decision is an applicant condition.
State Exam Implementation
The Department FAQ states: Applicants applying to become a licensed Risk Assessor, Lead Inspector, or Lead Abatement Supervisor in the State of Missouri through reciprocity are required to take the state exam administered by the Lead Licensing Program. A score of 70% or better is required.

No examination is required for this applicant pathway.
Application
Submit the completed renewal application and supporting documentation at least 60 days before expiration, with two recent passport-size color photographs and the nonrefundable $50 fee.

Denied Renewal
Under 19 CSR 30-70.190(2)(A)3, a denied renewal may be resubmitted with a complete renewal application and another $50 fee; appeal rights remain available.
