Lead supervisor license
Individual license for supervising licensed lead workers on lead hazard reduction projects.
Licensing authority: Minnesota Department of Health · Application information
Initial licensure by examination
- Application
- Submit the commissioner-provided form, a $50 nonrefundable fee, the original initial-course diploma copy and documentation of passing an independent examination.
- Examination Sequence
- Take the Minnesota independent examination only after successful initial training and obtain at least 70%.
- Experience
- At least one year as a licensed lead worker, one year in a government childhood lead poisoning prevention program, or two years in other environmental remediation or general commercial construction trades (4761.2260, subpart 2).
- License Validity
- Rule 4761.2260, subpart 4(A), states: "A lead supervisor license is valid for 12 months after completing the lead supervisor independent examination or for 12 months after the completion date on the training course diploma for the most recently completed refresher training course." MDH Individual Lead Licensing instead states: "Your license is good for one year from the date of completion on the most recently submitted training course diploma." The rule controls the legal validity period; the MDH statement is retained as its implementation instruction.
- Training
- Complete a Minnesota-permitted initial supervisor course; alternatively complete an EPA-approved or EPA-authorized state/tribal initial supervisor course plus a Minnesota-permitted supervisor refresher. Minnesota initial training is at least 32 training hours including eight hands-on hours. Course completion entails full attendance, hands-on proficiency and a closed-book course examination; these are training conditions under 4761.2420, subpart 4, rather than an additional identified independent licensing examination.
- Variance
- The commissioner may grant a prospective variance from applicable rule requirements under 4761.2700 and 4717.7000-4717.7050. The applicant must request it in writing, identify the rule and reasons, propose equivalent protective measures and its duration, and comply with any imposed terms. A variance may not vary a statutory standard; approval requires no potential adverse public health, safety or environmental effect and an undue burden from strict compliance.
Initial Minnesota licensure for an out of state applicant
- Application
- Submit the commissioner-provided form, $50 nonrefundable fee, initial-course diploma or current out-of-state supervisor-license copy, documentation of passing an independent examination, and Minnesota supervisor-refresher diploma. MDH also instructs previously out-of-state licensed applicants to submit the initial and all subsequent refresher diplomas.
- Prior Independent Score
- Provide documentation of a passed independent examination. An examination from another jurisdiction is a condition; MDH identifies the Minnesota supervisor independent examination for this discipline, so the route retains that currently offered examination.
- Prior License Or Training
- Out-of-state applicants submit initial supervisor training or the current supervisor license from their licensing jurisdiction. The other jurisdiction license is an applicant condition, not a Minnesota examination leaf.
Annual renewal, including expiry followed by timely refresher
- Application
- Submit the commissioner-provided renewal form annually, $50 nonrefundable renewal fee, and latest qualifying supervisor-refresher diploma. No regulated lead work after expiration. After completing the refresher, work may continue for up to 30 calendar days while renewal is pending only after submitting the renewal application and keeping the refresher diploma available on site.
- Training
- Complete a Minnesota-permitted lead supervisor refresher of at least eight training hours within 36 months after the date on the last issued training diploma. Attend the whole refresher and pass its closed-book course examination (4761.2420, subpart 5). The course examination is part of the training condition, distinct from the independent licensing examination.
