Lead Inspector

License to conduct environmental lead inspections and issue applicable lead certificates.

Licensing authority: Rhode Island Department of Health · Application information

Initial licensure after Inspector in Training apprenticeship
Application
Submit the applicable Department application, all required attachments and applicable nonrefundable fee. The Department may request further information and proof of identity.
Department audit
Obtain a satisfactory Department field audit and report review.
Field experience
Within twelve months before applying, perform under a Department-approved Inspector at least 15 Comprehensive Environmental Lead Inspections at 15 distinct properties, five LHR or LHC Clearance Inspections and five LHM Inspections.
License term
The controlling rule § 11.4.3(E)-(F) provides two-year license terms unless sooner surrendered, suspended or revoked.
Penalties
Pay in full any administrative fine or penalty imposed by a final Department order (§ 11.4.7).
Prior license
Hold a current Rhode Island Lead Inspector-in-Training license. The Department examination passed before that license remains a leaf even though taken earlier.
Radiation authorization
Document XRF radiation-safety training and a current general or specific radioactive-materials license, including Rhode Island reciprocity where applicable (216-RICR-40-20-7).
Review training
Successfully complete an eight-hour Lead Inspector review course; training certificates expire one year after course completion under the January 2022 guidance.
Training assessments
The training provider administers a final written course test with a passing score of at least 70% and, for initial training, a hands-on skills assessment (§§ 11.3.5(B), 11.3.9 and 11.3.10). These are provider-specific training examination slots, not an identified statewide examination or the Department licensing examination.
Initial licensure by reciprocity
Application
Submit the applicable Department application, all required attachments and applicable nonrefundable fee. The Department may request further information and proof of identity.
Board page duration
The Department page states: "A lead inspector licensed for 3 years or more in another state can bypass the LIT step by providing proof of their license and inspection history." Section 11.7.2 instead requires a Department equivalence determination; preserve the page demand as an applicant condition.
Electronic reporting
The Department licensing page requires learning its electronic inspection reporting database during mentorship.
Expedited processing
The reciprocity application offers expedited processing to active-duty members, reservists, honorably discharged veterans and specified spouses with the listed military documentation.
Field equivalence
Obtain Department approval that prior field experience meets or exceeds § 11.7.1(C)(4).
Initial training
Provide accredited initial Lead Inspector/Lead Assessor training meeting or exceeding § 11.3.
License term

Penalties
Pay in full any administrative fine or penalty imposed by a final Department order (§ 11.4.7).
Prior license
Provide an EPA or EPA-authorized jurisdiction Lead Inspector/Lead Assessor license; the Department determines equivalence. A license held is a condition, not adoption of a national EPA examination.

Review training
Successfully complete an eight-hour Department-certified Lead Inspector review course.

The training provider administers a final written course test with a passing score of at least 70% and, for initial training, a hands-on skills assessment (§§ 11.3.5(B), 11.3.9 and 11.3.10).
