Discretionary endorsement based on demonstrated professional competency
- Application
- Submit the application, fee and satisfactory evidence of identity, qualifications and good standing under 58-1-302(5).
- Board page
- The current DOPL director application page states: "If you do not qualify for licensure by endorsement, submit an original letter or certification from the Conference of Funeral Service Examining Board documenting your passing score on the funeral service examination." This indicates an endorsement exemption in implementing material; discretionary national exam involvement in R156-1-302(4) remains represented.
- Discipline
- The Division may refuse issuance for lack of qualifications or previous or pending discipline under 58-1-302(4).
- National discretion
- R156-1-302(4) states: "The Division may require an applicant for licensure by endorsement to pass one or more of the exams required to obtain licensure in the profession". For a director these identified exams include NBE Arts and NBE Sciences. Their involvement is retained even if the Division excuses the applicant; the applicant must determine which passing scores the Division actually demands.
- Prior license
- 58-1-302(3)(a)(i): license from another U.S. or foreign jurisdiction, at least one year of practice, and a Division finding that education, credentialing examination, experience and skills demonstrate competency. Foreign or other-state examinations are applicant evidence, not leaves.
- State requirement
- The applicable state examination remains required for director, intern and sales-agent applicants under R156-9-302a; it may have been passed before applying.
- Statutory priority
- 58-1-302(8)(a) states that this general endorsement section controls conflicting endorsement provisions in another chapter of Title 58. The current implementing rule permits an endorsement applicant to have a license that is not currently active.

- Application
- Submit the application, fee and satisfactory evidence of identity, qualifications and good standing under 58-1-302(5).

This indicates an endorsement exemption in implementing material; discretionary national exam involvement in R156-1-302(4) remains represented.
- 58-1-302(3)(a)(ii): the Division determines that the other jurisdiction requirements at the time of issuance were substantially similar. This alternative is not assigned the separate one-year condition of (3)(a)(i).
- State requirement
- The applicable state examination remains required for director, intern and sales-agent applicants under R156-9-302a; it may have been passed before applying.
- Statutory priority

Funeral specific endorsement based on five years of licensed practice
- Application
- Submit the application and prescribed fee.
- Board checklist
- The older Director Application checklist says five of the previous ten years of full-time employment may support endorsement, while the current Director page excuses its national-score submission item for applicants who qualify for endorsement.
- Controlling general endorsement
- 58-1-302(8)(a) controls any conflicting funeral-specific endorsement restriction. This five-year statutory pathway is retained as an additional documented pathway, not a prerequisite for the separate one-year/general endorsement pathways.
- Criminal history
- 58-9-306(4) excludes first- or second-degree felony convictions and other convictions the Division and Board determine incompatible with public interests.
- National
- 58-9-306(6) names passage of a national examination determined by the Division; R156-9-302a identifies NBE science and art sections for director licensure.
- Prior license
- 58-9-306 requires a current active director license in good standing and free of discipline, and five years of lawful active practice as a licensed director and embalmer within the preceding ten years.
- State
- 58-9-306(7) requires state-law competency; R156-9-302a(2) specifies the Director Law and Rule Examination with at least 75%.
Endorsement following individual evaluation of education, examination or experience
- Application
- Submit the application, fee and satisfactory evidence of identity, qualifications and good standing under 58-1-302(5).
- Board page

This indicates an endorsement exemption in implementing material; discretionary national exam involvement in R156-1-302(4) remains represented.
- Discipline
- The Division may refuse issuance for lack of qualifications or previous or pending discipline under 58-1-302(4).
- Eligibility
- 58-1-302(6)(a): an applicant who is or has been licensed elsewhere but does not satisfy (2) or (3) may be individually evaluated for substantially similar education, credentialing examination or experience; additional education or experience may be required before full licensure.
