Combination Funeral Service Practitioner/Embalmer License
Licensing authority: Oregon Mortuary and Cemetery Board · Application information
Combined licensure after both apprenticeships
- Age
- The Board’s individual licensing page states that the applicant must be at least 18 years old.
- Application
- Submit the Board’s current application and applicable fees.
- Application disclosures
- The current application page requires an applicant photograph, ten years of residential history, ten years of employment history, prior conviction or administrative-action documentation when applicable, and verification of other professional licenses.
- Apprenticeship
- Complete and document the required apprenticeship: at least 1,440 hours and 25 complete at-need arrangements under licensed supervision, including the OAR 830-030-0004 duties.
- Background investigation
- Consent to the Board’s background investigation and provide requested supporting information.
- Disaster mutual aid
- OAR 830-020-0015 separately permits similarly licensed members of an authorized disaster mortuary team to volunteer in Oregon during an emergency until it subsides; only Oregon licensees may sign death certificates. This is an exception for existing visiting licensees rather than issuance of another Oregon credential.
- Education
- Provide certified transcripts showing an associate degree or higher from an institution accredited by a United States Department of Education-recognized agency or equivalent. ORS 692.045(4) treats four years of licensed funeral service practitioner or embalmer experience in good standing as satisfying the educational examination requirement.
- Education evidence extension
- ORS 670.010 and 670.020 allow the Board to extend submission of educational proof; evidence is due within four calendar months from the first day of the month after the examination and official results are withheld until received. Failure to complete the educational requirement within that period voids the examination.
- Embalmer accepted national scores
- OAR 830-020-0000(2)(b) and 830-011-0040(2) state an average of at least 75 percent across funeral service arts and sciences, with not less than 70 percent on either section. The Board evaluates submitted passing evidence; this survey does not change either frozen national examination version.
- Embalmer age
- At least 18 years old.
- Embalmer apprenticeship
- Complete and document at least 1,440 hours and 35 arterial embalmings under licensed supervision; the license cannot issue before the apprenticeship requirement is satisfied.
- Embalmer discontinued alternative
- The Board’s rules and examination page still name the Oregon State Board/embalmer examination administered by The Conference. The Conference’s official consolidation notice ends the separate SBE program beginning January 1, 2023. Prior SBE results are applicant evidence; the discontinued examination is not a leaf.
- Embalmer education
- Provide written evidence of graduation from an accredited funeral service education program or a Board-recognized equivalent.
- Embalmer practical assessment slot
- OAR 830-020-0000(2)(c) permits the Board to require an examination testing practical application of knowledge; OAR 830-011-0020(13) permits a practical demonstration for experienced applicants. These provisions leave the assessment to the Board without identifying a separately registered, currently offered examination; any required demonstration is a condition.
- Embalmer state law assessment slot
- ORS 692.105(3)(d) requires demonstration of applicable state law in a Board examination under ORS 692.130. The sources do not identify a separate currently offered examination or assign that slot to the named FSP Law Exam. Preserve this requirement as an applicant condition rather than inventing an examination identity.
- Exam timing
- ORS 692.045(1)(b) describes the examination after application. OAR 830-011-0040(1) permits an FSP apprentice to pass the examination before completing the apprenticeship, but the full license cannot issue until both are complete.
- Identity
- Provide a birth certificate and valid United States federal or state-issued photo identification when the rule requires them.
- Passing standard
- At least 75 percent on the Oregon FSP examination.
Restoration following active military service
- Disaster mutual aid
- OAR 830-020-0015 separately permits similarly licensed members of an authorized disaster mortuary team to volunteer in Oregon during an emergency until it subsides; only Oregon licensees may sign death certificates. This is an exception for existing visiting licensees rather than issuance of another Oregon credential.
- Military service
- Notify the Board in writing when active service begins. Individual license renewal is excused unless the military branch requires an active state license.
- Restoration
- After honorable discharge, notify the Board within sixty days and request restoration to former status; fees resume at the following renewal period.
