Licenses, application pathways and examination requirements
Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.
Esthetician License
License to practice esthetics as defined in Iowa Code 157.1(13). Medical aesthetic work does not establish a separate Board-issued medical aesthetician license; rule 940.6(6) expressly states that the Board does not license medical aestheticians. Chemical exfoliation requires manufacturer certification under Iowa Code 157.3A(1)(d), but rule 940.5(3)(a) and the Board certification instructions require no additional Board certification of an esthetician for it.
Licensing authority: Iowa Board of Barbering and Cosmetology Arts and Sciences; Iowa Department of Inspections, Appeals, and Licensing · Application information
Licensure by endorsement
- Application
- Submit a completed online application and the nonrefundable fee; direct education and examination records to the Board as required by 481—940.2 and the esthetician application instructions.
- Historical Examination Evidence
- Rule 940.3(2) requires the original licensing jurisdiction’s written and practical examinations for applicants graduating before January 1, 2000; those other-jurisdiction examinations are applicant conditions. Rule 940.3(3) requires a national theory examination for graduation after January 1, 2000. Rule 940.3(1) prescribes the currently registered NIC theory examination; a previously passed currently offered examination remains a leaf.
- Jurisdiction Scope
- Iowa Code 157.3(2) covers a license in another state; rule 940.1 describes endorsement from the District of Columbia, a territory, province or foreign country as well.
- License History
- Hold an active license in the practice discipline for at least 12 of the preceding 24 months. Provide direct verification from the jurisdiction of most recent licensure, or web verification containing name, initial licensing date, status and disciplinary action.
- Passing Score
- Pass the Board-prescribed national esthetics theory examination with 75 percent or greater. Examination registration fees are paid to the test service. Out-of-state examination results must be verified directly by the exam administrator.
- Reciprocal Agreement Waiver
- Iowa Code 157.3(2) waives examination when evidence establishes licensure under an Iowa reciprocal agreement. A separate agreement-based route records that statutory waiver.
Initial licensure through a registered apprenticeship
- Application
- Submit a completed online application and the nonrefundable fee; direct education and examination records to the Board as required by 481—940.2 and the esthetician application instructions.
- Apprenticeship
- Graduate from an Iowa office of apprenticeship registered apprenticeship program; direct the program to submit its certificate of completion. Iowa Code 272C.16 requires implementing rules before apprenticeship licensure and permits the same examination and fee as for educational-program graduates.
- Passing Score
- Pass the Board-prescribed national esthetics theory examination with 75 percent or greater. Examination registration fees are paid to the test service. Out-of-state examination results must be verified directly by the exam administrator.
Initial licensure through an establishment training program
- Application
- Submit a completed online application and the nonrefundable fee; direct education and examination records to the Board as required by 481—940.2 and the esthetician application instructions.
- Implementation Difference
- The current school-focused Board application page asks for transcripts; the statutory establishment-training alternative in Iowa Code 157.3(3) controls this route.
- Passing Score
- Pass the Board-prescribed national esthetics theory examination with 75 percent or greater. Examination registration fees are paid to the test service. Out-of-state examination results must be verified directly by the exam administrator.
- Program Requirements
- The participating establishment must register with the Board, the provider must first complete two hours of Iowa laws, rules and sanitation education, and the supervising licensee must be physically present and available to assist.
- Supervised Experience
- Submit satisfactory proof signed by supervising licensees of 2,000 hours of supervised practice in an establishment training program under Iowa Code 157.12D.
Initial licensure through school education
- Application
- Submit a completed online application and the nonrefundable fee; direct education and examination records to the Board as required by 481—940.2 and the esthetician application instructions.
- Cross Discipline Credit
- Core life sciences curriculum is transferable between practice disciplines under 940.4(2); prior successful courses meeting esthetics requirements receive credit under Iowa Code 157.10(2).
- Education
- Graduate from high school or its equivalent and complete at least 600 hours of esthetics education. A Board-licensed school sends its diploma or official transcript directly; another school must supply an equivalent course-of-study transcript for Board review. Foreign education requires an original evaluation by an accredited evaluation service.
- Passing Score
- Pass the Board-prescribed national esthetics theory examination with 75 percent or greater. Examination registration fees are paid to the test service. Out-of-state examination results must be verified directly by the exam administrator.
- Specialized Services
- Microdermabrasion, laser and IPL services require separate Board approval and training; chemical peels require manufacturer certification, extractions require training, and permanent makeup is subject to Iowa Code 10A.531.
Initial licensure with military education, training or service credit
- Application
- Submit a completed online application and the nonrefundable fee; direct education and examination records to the Board as required by 481—940.2 and the esthetician application instructions.
- Credit Application
- Apply without a credit-application fee and identify the educational or experience requirement for which military credit is sought. Submit military transcripts, affidavits or qualifying forms verifying honorably completed service.
- Credit Decision
- The licensing authority decides the extent of qualifying credit before deciding the licensure application. Credit does not apply to an examination requirement; uncredited educational requirements remain.
- Passing Score
- Pass the Board-prescribed national esthetics theory examination with 75 percent or greater. Examination registration fees are paid to the test service. Out-of-state examination results must be verified directly by the exam administrator.
Expedited licensure for a veteran or active duty military spouse with substantially similar licensure
- Application
- Submit the completed application, fee, statutory-compliance attestation, scope-of-practice statement, relevant scope laws and any disciplinary documents under 501.1(2).
- Board Application Demand
- The Board esthetician application instructions state: An applicant must submit evidence of successful completion of a board-approved exam as follows: Passing score of 75% or higher on the National-Interstate Council of State Boards of Cosmetology, Inc. (NIC) or national theory esthetician exam. The higher-ranked no-examination grant in Iowa Code 272C.12(1) governs this route; no independently identified Iowa-law examination is prescribed in 940.3.
- Compact
- An existing Iowa compact practice privilege makes the applicant ineligible for verification; a verification license creates no interstate compact privilege.
- Criminal History
- No disqualifying criminal history; submit a complete criminal record when applicable, and fingerprint cards and a signed waiver only if required by the Board.
- Current License
- Hold an out-of-state license with substantially similar scope, in good standing in every issuing jurisdiction. The issuing jurisdiction must verify that its minimum education and applicable experience and clinical-supervision requirements were met.
- Discipline And Pending Matters
- A revoked license or voluntary surrender while under investigation disqualifies the applicant; unresolved discipline or pending complaints, allegations or investigations delay disposition until resolved.
- Military Rule Demand
- Rule 481—7.3(1) states: 7.3(1) A veteran or spouse with an unrestricted professional license in another jurisdiction may apply for licensure in Iowa through reciprocity in accordance with Iowa Code chapter 272C. A veteran or spouse must pass any examinations required for licensure to be eligible for licensure through reciprocity and will be given credit for examinations previously passed when consistent with the licensing authority’s laws and rules on examination requirements. A fully completed application for licensure submitted by a veteran or spouse under this subrule will be given priority and will be expedited. When the applicant qualifies under Iowa Code 272C.12, its no-examination grant controls; examinations previously passed are credited as applicable.
- Military Status
- Provide documentation establishing veteran status or marriage to an active-duty service member; the completed application is prioritized and expedited.
- Prior Examination Evidence
- Provide evidence of an examination previously required by the original issuing jurisdiction, if applicable (272C.12(1)(d)). That provision does not identify a specific currently offered examination; the score is an applicant condition.

Full licensure after military temporary license education
- Education
- Submit records completing the education or training the Board identified to close the scope deficiency.
- Prior Exam Passage
- The NIC esthetics theory examination prescribed by 940.3(1) remains identified on this continuation of the temporary-license pathway.
- Statutory Issuance
- Iowa Code 272C.12A(3) requires full-license issuance after those records are submitted. Examination passage was addressed before the temporary license under 7.3(5)(a); the generic identified examination remains a leaf under the contract’s prior-passage rule.
- Temporary License
- Hold the temporary license issued under Iowa Code 272C.12A(2).
First renewal after initial licensure
- Education Exemption
- First-time licensees are exempt from continuing education for the first renewal; later renewals require continuing education.
- Existing License
- Hold an active Iowa license and submit the completed renewal application and fee within the applicable renewal window.
- Renewal Timing
- Biennial renewal runs from April 1 through March 31 two years later. A license first issued within six months before renewal is not due for renewal until the subsequent renewal two years later.

Reinstatement after revocation, suspension or voluntary surrender
- Burden Of Proof
- File the application in the original case and establish that the basis for the sanction no longer exists and reinstatement is in the public interest. The Board resolves it by findings and conclusions.
- Disciplinary Order
- Apply under the terms and conditions of the disciplinary order unless permanently revoked; if no reinstatement terms were specified, or after voluntary surrender, wait at least one year.
- Individual Conditions
- Comply with the conditions in the applicant’s order; the rules do not identify a uniform examination for this process.
- Reactivation
- Following reinstatement, obtain reactivation under 940.9 before resuming practice; the inactive-period continuing-education and instructor-methodology rules apply as appropriate.
- Renumbered Rule
- 940.10 refers to 506.31, but the archived applicable Chapter 506 places reinstatement in 506.32; 506.31 concerns public records.
