Dental Hygienist License

License to practice as a dental hygienist in New Mexico, issued under Section 61-5A-13 NMSA 1978 and 16.5.19-16.5.26 NMAC; temporary, public service and expedited forms and renewal and reinstatement are routes to the same license.

Licensing authority: New Mexico Board of Dental Health Care (upon recommendation of the Dental Hygienists Committee) · Application information

Licensure by credentials (16.5.20 NMAC; Section 61 5A 13(C) NMSA 1978)
Background Check
Background status report from a Board-designated professional background service (16.5.20.8(H) NMAC as amended effective 4/21/2026).
Clinical Examination Per Rule
Section 61-5A-13(C) NMSA 1978 provides for licensure by credentials "without examination, including practical or clinical examination", so no clinical examination is mounted on this route. The Board's rule nevertheless lists among the qualifications: "D. passed clinical examination approved by the committee and ratified by the board;" and requires an "official board-approved clinical examination score report from the accepted examining agent" (16.5.20.8(D) and 16.5.20.9(E) NMAC as amended effective 4/21/2026).
Continuing Education
Completed 15 hours of continuing education during the past year meeting 16.5.1.15 NMAC (16.5.20.8(B) NMAC).
Documentation
Official transcripts; license verifications; national board certificate or score card; infection control and sterilization course within 12 months; ethics or jurisprudence course; current BLS/CPR; National Practitioner Data Bank and AADE clearinghouse reports (16.5.20.9 NMAC as amended effective 4/21/2026).
Education
Graduated and received a diploma from an accredited dental hygiene program of at least two academic years of dental hygiene curriculum (16.5.20.8(A) NMAC).
License Elsewhere
Holds a current active license in good standing, obtained through a clinical examination in another state or territory of the United States, and all licenses held have been in good standing for the two years before application (Section 61-5A-13(C) NMSA 1978; 16.5.20.8(F)-(G) NMAC as amended effective 4/21/2026).
Licensure by examination (16.5.19 NMAC; Section 61 5A 13(A) (B) NMSA 1978)

All of the following:

Background Check
Background status report from a Board-designated professional background service (16.5.19.8(E) NMAC).
Board List Of Clinical Agencies
The Board list of approved regional examinations for dental hygiene initial licensure names CRDTS, CDCA, CITA, SRTA and WREB, and states: "In order to accept the CITA exam an applicant must also take and pass the CDCA dental hygiene written exam as CITA does not have the Extra Oral/Intra Oral portion of the exam that is required for licensure in New Mexico". The Board FAQ names "a WREB, CRDTS, SRTA or NERB/ADEX clinical exam"; 16.5.1.7 NMAC names ADEX, CDCA/WREB/CITA, CRDTS, NERB/CDCA and SRTA as the Board's examining agents. SRTA has merged with CRDTS (CRDTS notice), so no separate SRTA examination is mounted. Any other clinical examination the committee approves and the Board ratifies also satisfies 16.5.19.8(C) NMAC.
Clinical Examination Approval
The clinical examination must be approved by the Dental Hygienists Committee and ratified by the Board; results are valid in New Mexico for no more than five years; the applicant applies directly to a Board-accepted examining agent and results are sent directly to the Board (16.5.19.8(C) NMAC).
Documentation
Official transcripts; proof of a course in infection control technique and sterilization procedures or graduation within the past 12 months; proof of a course in ethics or jurisprudence covering the New Mexico Dental Health Care Act and Board rules within the past 12 months; national board and clinical examination score cards; National Practitioner Data Bank and AADE clearinghouse reports; current BLS/CPR (AHA, ARC or ASHI/HSI, not self-study); verification of all licenses held (16.5.19.9 NMAC as amended effective 4/21/2026).
Education
Graduated and received a diploma from an accredited dental hygiene program of at least two academic years of dental hygiene curriculum (16.5.19.8(A) NMAC; Section 61-5A-13(A) NMSA 1978).
Expired New Mexico Licensees
Dental hygienists previously licensed in New Mexico who allowed their license to expire and do not qualify for licensure by credentials also apply under this route (16.5.19.2 NMAC).
Jurisprudence Retake
An applicant who fails the jurisprudence examination may retake it after paying the re-examination fee (16.5.19.10 NMAC; 16.5.18.8(D) NMAC).
Expedited licensure for an applicant licensed in another licensing jurisdiction (Section 61 5A 14(B) NMSA 1978; 16.5.59.8 NMAC)
No examination is required for this applicant pathway.
Disqualifying Convictions
A potentially disqualifying criminal conviction or other cause to deny under Section 61-5A-21 NMSA 1978 sends the application to the Board (16.5.59.8(E) NMAC).
Jurisprudence Exam Per Rule
Section 61-5A-14(B) NMSA 1978 requires the expedited license to be issued "without examination", so no examination is mounted on this route. The Board's rule nevertheless states: "Successfully pass a New Mexico jurisprudence exam." (16.5.59.8(B) NMAC).
License Elsewhere
Holds a current license in good standing issued by an eligible jurisdiction; jurisdictions listed in 16.5.59.9(B) NMAC (as amended effective 4/21/2026) are not eligible; no foreign jurisdiction is approved (16.5.59.10 NMAC).
Provisional Term
The expedited license is a one-year provisional license; a regular license is issued through renewal, and a licensee whose prior jurisdiction did not require examination must pass a Board-approved clinical examination before a regular license is issued (16.5.59.8(F)-(G) NMAC).

Statute
Section 61-1-34(A) NMSA 1978 directs the Board to issue a license prima facie on evidence of a current license in good standing; the Board's rule requires the jurisprudence exam in the application (16.5.59.11(A)(2) NMAC as amended effective 4/21/2026).

CRDTS Dental Hygiene Simulated Patient Exam

Examination outline
  • Extra/Intra Oral Assessment OSCE — 16 scorable items, 1 point each, 16 maximum points
    • Identify gross head and neck anatomy, variations of normal anatomy, palpation techniques used to examine head and neck extraoral and intraoral structures, and atypical or abnormal findings, whether pathologic or non-pathologic
    • Extraoral — Head, Face, and Neck: asymmetry, infected piercings, swellings, lesions
    • Extraoral — Lymph Nodes, TMJ: description of location, restricted opening
    • Intraoral — Oral Mucosa/Lips and Supporting Structures: lesions, chemical/physical irritations, tattoos, swellings, hematomas, nodules
    • Intraoral — Alveolar Ridge: lesions, chemical/physical irritations, exostosis, torus/tori, tattoos, swellings, hematomas, nodules
    • Intraoral — Palate and Oral Pharynx (tonsils and tonsillar pillars): torus, lesions, chemical/physical irritation, other significant findings
    • Intraoral — Tongue: hairy tongue, fissured tongue, loss of papilla, geographic tongue, glossitis, nodules, lesions
    • Intraoral — Floor of the Mouth: ankyloglossia, hematomas, lesions, tattoos, other significant findings
  • Calculus Detection — 12 scorable surfaces, 1 point each, 12 maximum points
    • Explore 12 random assigned surfaces on the maxillary arch and accurately record presence (Y/Yes) or absence (N/No) of calculus on each surface
    • The maxillary arch is for calculus detection only, not scaling; deposits detected on a line angle are marked on the closest interproximal surface
  • Scaling/Subgingival Calculus Removal — 12 scorable surfaces, 5 points each, 60 maximum points
    • Candidate selects the right or left mandibular quadrant during the initial online application; examiners evaluate 12 surfaces in the selected quadrant
    • Because evaluated surfaces are unknown, explore all subgingival surfaces in the selected quadrant and remove subgingival calculus so no deposits are detectable with an 11/12 explorer; detectable subgingival calculus is a scaling error
    • Supragingival deposit/stain removal is not part of this examination, so rubber cup polishing is not needed or required
  • Periodontal Probing — 12 scorable measurements, 1 point each, 12 maximum points
    • On two randomly assigned teeth in the selected treatment quadrant, chart simulated gingival sulcus/pocket depths within ±1 mm to the nearest mm on six aspects of each tooth: MF, F-midpoint, DF, ML, L-midpoint, and DL
    • Record periodontal measurements after scaling; direct facial and lingual readings are at tooth midpoint with probe parallel to root surface and long axis; interproximal readings place the shank against the contact point and tip slightly into the col; if no contact, place at proximal midpoint and record the same facial and lingual measurement; use light pressure to position the tip to sulcus depth
