Outside Scores
The application guide updated August 28, 2026 states that outside and accredited-national exam scores, including business and law scores, are reviewed case by case. Its discretion is an applicant condition. The express 28CSR2 §5.3 requirement is retained; score acceptance may excuse sitting an examination, but does not delete its registered requirement.
Passing Scores
Required examinations must be passed with at least 70%. Currently offered examinations remain requirements when an existing passing score is used; the Board FAQ states scores do not expire. Apply the specific score-reuse restrictions in 28CSR2 §§5.4.1–5.4.4; the FAQ’s general three-use description refers to older §5.2 numbering.
Qualifier
A qualifier must be responsible management or a full-time employee working at least 30 hours per week; document the relationship, provide payroll or hiring records when applicable, and submit the qualifier’s affidavit permitting use of the score. Multiple qualifiers may qualify one entity.
Scope Approval
The Board determines classifications and required examinations from the applicant’s proposed scope of work. A license may hold multiple classifications; satisfy the examination requirements for every classification sought.
Score Reuse
Responsible management may use a passing score for an additional entity in which that individual is also responsible management. A third entity requires closing an entity in compliance with the specified tax, coverage and wage-bond laws. A former employee may reuse the score as responsible management of another entity, but not as a full-time employee qualifying an additional entity.
Separate Worker Credentials
Individual worker certifications or licenses required by other West Virginia authorities are applicant conditions, distinct from this contractor business license. The Board resources distinguish hands-on HVAC and plumbing worker certifications from contractor classifications.
Wage Bond
Submit the notarized Wage Bond Status Affidavit whether a bond is required or an exemption applies. Commercial construction with employees must meet the applicable bond requirements or document a recognized exemption.

The Board notice lists Ohio plumbing including Business & Law and Tennessee plumbing. Hands-on workers must hold the appropriate WV Division of Labor certification.
Application
Submit the completed and notarized Board application/affidavit and the applicable annual fee, normally $90. Sole-proprietor electrical contractors holding the specified electrician license pay $20; qualifying low-income individuals and military families may claim the initial fee waiver under 28CSR2 §5.5.
Business Registration
Obtain a West Virginia business registration tax number and demonstrate tax compliance; register with the Secretary of State and provide a certificate of authority when required for the business form.
Classification
Plumbing Contractor
Employee Coverage
Provide workers’ compensation and unemployment coverage for employees working in West Virginia, with applicable coverage evidence and quarterly unemployment contribution report; permitted out-of-state coverage must be documented.
Reciprocity
The Board may accept an equivalent-class license and qualifying examination evidence under §30-42-18 and its published agreements. The applicant must furnish satisfactory proof of equal qualifications, the statutory certification and fees. The official notice lists participating origins and classifications; this survey concerns only the resulting West Virginia license.
Waiver
The statute permits examination waiver; 28CSR2 §5.3 requires the currently offered West Virginia business and law and applicable classification examinations. The Board’s agreement or score approval determines whether an applicant is excused from sitting them. Other jurisdictions’ examinations are conditions, never West Virginia leaves.
