General Contractor License

Utah contractor license in a general classification other than HVAC: B100 General Building, E100 General Engineering, R100 Residential and Small Commercial, E200 General Electrical, E201 Residential Electrical, P200 General Plumbing and P201 Residential Plumbing Contractor. The license is issued to the business; its qualifier meets the examination requirement.

Licensing authority: Utah Department of Commerce, Division of Professional Licensing (DOPL) · Application information

Licensure by endorsement (licensed in another U.S. jurisdiction)
No examination is required for this applicant pathway.
Discretionary Endorsement
Utah Code 58-1-302(3) and (6) also let the division license applicants whose education, credentialing examination and experience it finds substantially similar, case by case.
Insurance And Registrations
File proof of workers' compensation insurance or a Labor Commission coverage waiver, general liability insurance of at least $1,000,000 per incident and $2,000,000 aggregate, and registrations with the Department of Commerce, Division of Corporations and Commercial Code, Unemployment Insurance Division, State Tax Commission and IRS (Utah Code 58-55-302(2)(b); R156-55a-302d).
Other Jurisdiction License
Hold a contractor license issued by another U.S. state, district or territory with a similar scope of practice, for at least one year, active and in good standing (Utah Code 58-1-302(2); DOPL application page 3); DOPL publishes the approved jurisdictions.
Ownership
At least 50% of the ownership proposed for the Utah license must be the same as that of the license used for endorsement, and no more than 50% may have changed within the last year (DOPL application).
Verification
Official verification of the out-of-state license, including ownership information, from the issuing licensing authority.

Official no-examination sources

Effective from 2026-08-07.

Initial licensure by examination (general classification qualifier)
Application
Submit the DOPL contractor application (form v20260327) with fees; licenses are issued to the business entity, which names an individual qualifier who is an owner, officer or manager exercising material authority (Utah Code 58-55-304).
Classifications
B100, E100, R100, E200, E201, P200 or P201.
Criminal Background
The qualifier and each individual with at least a 10% voting interest complete a criminal background check (Utah Code 58-55-302(1)(e)(vii)).
Exam Alternatives
The application (page 9) lets the qualifier meet the exam section instead by having been a qualifier on any Utah contractor license before May 9, 2017, or a General Classification Qualifier on a Utah contractor license at any time; the DOPL page also lists one year of active, in-good-standing licensed experience in another U.S. jurisdiction in a similar scope (licensure by endorsement, a separate route).
Exam Timing
Pass the Utah Contractor Business and Law Examination with Prov before applying; the DOPL page states "Do not submit your application until you have passed the exam." Retakes: 30 days after each of the first three failures, six months thereafter (R156-55a-302a(2)).
Experience
Two years (4,000 hours) of paid construction-industry employment, self-certified (Utah Code 58-55-302(1)(e)(ii)(A); R156-55a-302b), or instead: at least two years as qualifier on a Utah contractor license, a two- or four-year Construction Management degree, a Utah professional engineer license, or a passing score on the NASCLA examination below. An E100 applicant may need four years under Utah Code 58-55-302(3)(o).
Financial Responsibility
Produce satisfactory evidence of financial responsibility (Utah Code 58-55-302(1)(e)(i)).
Former Licensee
A license expired more than two years, whose holder was not active elsewhere, is obtained again as an initial application meeting current qualifications (R156-1-308g(3)(a)).
Master License
E200/E201 qualifier must hold a master (or, for E201, residential master) electrician license; P200/P201 qualifier a master (or, for P201, residential master) plumber license (Utah Code 58-55-302(1)(e)(v)).
Nationwide Exam Accepted
NASCLA Accredited Examination for Commercial General Building Contractors: under R156-55a-302b(2)(b)(i) a passing score satisfies the two-year (4,000-hour) construction experience requirement of Utah Code 58-55-302(1)(e)(ii)(A). It is one alternative to experience, not a required examination, and it has no registered version in the shared exam context.
Prelicensure Education
Complete the 25-hour pre-licensure course and the 5-hour Business and Law course from an approved provider (Utah Code 58-55-302(1)(e)(iii)-(iv)); the application also accepts current or recent Utah qualifier status, a Construction Management degree or a Utah PE license for this item.

Requirements
Verified activation application with fee and documentation of current renewal requirements (R156-1-305(4)); continuing education unless completed for the last renewal cycle, financial responsibility, and insurance and registrations (R156-55a-312(3)).

No examination is required for this applicant pathway.
Renewal Requirements
Completed renewal form demonstrating compliance with renewal requirements, renewal fee, and a late fee (up to 30 days) or reinstatement fee (31 days to two years).
