Licenses, application pathways and examination requirements
Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.
Public Works Contractor License
One public works contractor license carries one of seven statutory bid-limit classes and its authorized heavy, highway, building or specialty construction types.
Licensing authority: Idaho Public Works Contractors License Board · Application information
Extension or addition of authorized construction work
- Application sequence
- Current DOPL examination instructions require a passing examination before applying; the older FAQ and January 2025 fact sheet describe scheduling after application approval.
- Character
- The applicant and responsible entity officers or partners must meet the good-character and licensing-history requirements of Idaho Code 54-1910(b)-(d).
- Current classes
- Idaho Code 54-1904(1) lists only Unlimited, AAA, AA, A, B, CC and C. The DOPL FAQ and licensing-page table still list Class D; their lower-ranked statements do not create an additional current license class or current Class D examination.
- Existing qualification
- The administrator must find the licensee meets the chapter's qualifications for the additional work. The existing qualified individual's current examination qualification may suffice without retaking it.
- Experience
- Provide contracting experience, completed work from the preceding three years, equipment information and a current financial statement in the sworn application required by Idaho Code 54-1910(e). Relevant military education, training or service is credited under Idaho Code 67-9404.
- Petition
- Provide evidence satisfactory to the administrator of work history, job performance, experience, equipment and financial responsibility.
- Qualified individual
- Qualify through the individual applicant, responsible managing employee, officer or personnel described in Idaho Code 54-1910(a). The qualifying person must remain connected to the licensee; loss must be reported within ten days.
- Renewal cycle
- The statute and DOPL's April 1, 2026 transition provide biennial licensing; the older annual-renewal wording in IDAPA 24.39.50, the FAQ and January 2025 fact sheet is subordinate to the statute and the current implementing announcement.
- Waiver petition
- A petition for waiver or variance is subject to Idaho Code 67-9415, including its prohibition on granting an initial license without the statutory qualifications; a petition does not remove the identified examination from these ordinary routes.
- Work types
- The license authorizes the heavy construction, highway construction, building construction or specialty construction work for which the administrator finds the applicant qualified. Type IV specialty self-declaration does not itself certify competence.
Licensure through an applicable apprenticeship program
- Application sequence
- Current DOPL examination instructions require a passing examination before applying; the older FAQ and January 2025 fact sheet describe scheduling after application approval.
- Apprenticeship
- Complete an applicable paid on-the-job program recognized by the Idaho licensing authority, United States Department of Labor or its recognized standards entity; Board applicability remains an applicant condition, and no particular approved program is asserted here.
- Experience

- Meet the usual criteria unrelated to training and education and pay applicable fees under Idaho Code 67-9412(2).
- Qualified individual
- Qualify through the individual applicant, responsible managing employee, officer or personnel described in Idaho Code 54-1910(a). The qualifying person must remain connected to the licensee; loss must be reported within ten days.

- Work types
- The license authorizes the heavy construction, highway construction, building construction or specialty construction work for which the administrator finds the applicant qualified. Type IV specialty self-declaration does not itself certify competence.

Timely renewal
- Cycle

- Financial statement
- File the prescribed renewal application and certified current financial statement before expiration.

Original licensure following business organization or ownership change
- Existing passing result
- A retained qualified individual may already have passed the current examination; that passing requirement remains a leaf rather than being removed because it predates the application.
- Experience
- Provide contracting experience, completed work from the preceding three years, equipment information and a current financial statement in the sworn application required by Idaho Code 54-1910(e). Relevant military education, training or service is credited under Idaho Code 67-9404.
- Successor
- Apply for a new license within sixty days after the change; written notice within thirty days may allow administrator-authorized interim operation.
- Surviving members
- A surviving or succeeding partnership or company member after a change other than death must file an original-license application.
Universal licensure based on an unrestricted license held elsewhere
- Application sequence
- Current DOPL examination instructions require a passing examination before applying; the older FAQ and January 2025 fact sheet describe scheduling after application approval.

- Current classes
- Idaho Code 54-1904(1) lists only Unlimited, AAA, AA, A, B, CC and C. The DOPL FAQ and licensing-page table still list Class D; their lower-ranked statements do not create an additional current license class or current Class D examination.

- Experience

- Scope
- The Board may compare authorized scopes and issue a limited license rather than full licensure if the other jurisdiction's scope is narrower.
- Waiver petition
- A petition for waiver or variance is subject to Idaho Code 67-9415, including its prohibition on granting an initial license without the statutory qualifications; a petition does not remove the identified examination from these ordinary routes.
