Licensure with a substantially equivalent out of jurisdiction license
- Background
- Complete the criminal background history form; statutory disqualifications and the statutory waiver process apply.
- Business entity
- Apply in the legal business name and supply Secretary of State entity/fictitious-name documentation where applicable.
- Classification
- The license is limited to its approved classifications. One license may hold multiple classifications; classifications are not separate credential identities.
- Contractor bond
- Provide a fully executed $10,000 contractor bond with power of attorney; the licensing application recognizes existing-entity exceptions.
- Existing entity exception
- 5. Copy of the Arkansas Business and Law passing test score. Please refer to page 17 & 18 for more information about the test. The license can be approved but not released without this passing test score unless the same entity currently has a license or registration with our office.
- Experience
- For requested major commercial classifications, demonstrate five years of appropriate experience; for specialties, one year, or the appropriate examination. A substantially equivalent good-standing license excuses demonstration of experience. The rule does not name the examination used for that alternative slot, which remains a condition.
- Financial
- Provide a compiled financial statement from an independent CPA/RPA, or an authorized surety bond in lieu; meet the requested classification’s minimum net worth, one half in cash for a new applicant, and positive working capital. The project limit is below $1,500,000, as the April 2026 law provides; the January 2025 form’s $750,000 figure is superseded.
- Minimum net worth
- Requested classifications require business-related net worth: heavy, highway/railroad/airport, municipal/utility and building $50,000; light building, mechanical and electrical $20,000; specialty $5,000. New applicants must hold one half of the minimum in cash and show positive working capital.
- Prior license
- Hold in good standing a substantially equivalent license from another jurisdiction. The rule waives demonstration of experience; it does not state a business-and-law examination waiver.
- Qualifying party
- The business must be supported by a qualifying party: a sole owner, active officer/member/partner, or full-time employee. Required qualifying-party examination evidence may have been obtained before the application.
- Submission
- Submit the completed application with the appropriate nonrefundable fee in time for the Board or Committee meeting; application must be completed within ninety days. References on the prescribed forms must be current, signed within ninety days where the application so requires.
- Unregistered nationwide examination
- For Commercial General Building Contractors, the official PSI licensure statement names the NASCLA Accredited Examination for Commercial General Building Contractors among the trade-specific examinations taken in addition to Business and Law. Neither the frozen shared context nor known registrations supplies a nationwide version; this examination is recorded here pending nationwide registration.
- Workers compensation
- Supply required workers compensation coverage when the applicable licensing requirements require it; the limited-license exception to licensing documentation does not waive workers compensation law.
Renewal in inactive status
- Inactive status
- Inactive licensees cannot bid or perform licensed work; renewal fees remain due; financial information is not required.

Licensure for uniformed service members, veterans and spouses
- Application instructions difference
- The January 2025 Home Improvement application does not request a PSI passing-score attachment and instead states: Carefully read the following information. By signing the application for a license, you are certifying that you have read and that you understand all the information provided in this form. The higher-ranked 17 CAR 295-108 examination requirement, identified by the official all-classification PSI statement, controls this requirement tree. The acknowledgment is an applicant condition, not a separately scored examination.
- Examination and experience waiver
- (c) Any applicant who is a uniformed service member, a uniformed service veteran, or their spouse and the applicant holds in good standing a license from another jurisdiction with a similar scope of practice shall not be required to demonstrate experience or be required to take the examination required by Arkansas Code § 17-25-509.
- Experience
- Appropriate verifiable experience and three verifiable references in each requested specialty, or the appropriate examination. The rule does not name the examination used for this alternative competence slot; that slot remains a condition.
- Financial
- Provide a current compiled financial statement showing positive net worth excluding homestead and retirement accounts, in the applicant’s legal business name.
- Military status
- Applicant is a uniformed service member, veteran or spouse holding a good-standing license from another jurisdiction with a similar scope of practice. Applications are expedited.
- Workers compensation
- Supply required workers compensation coverage when the applicable licensing requirements require it; the limited-license exception to licensing documentation does not waive workers compensation law.
Replacement of a departing qualifying party
- Existing entity
- Licensed entity reports departure within fifteen days and fully qualifies the replacement within thirty days. The business-and-law examination remains involved; the Board application recognizes existing-entity passing-score exceptions.
Reactivation from inactive status
- Reactivation
- Request reactivation and provide the financial or other necessary information required to renew as an active license holder. This is the rule’s inactive-status procedure, distinct from a lapsed license.
