Licensing authority: North Dakota State Board of Integrative Health Care · Application information

Licensure by endorsement
Application
Submit the signed and dated Board application, proof of current BACB certification in good standing sent directly from BACB, the application fee and initial license fee under NDAC 112-05-01-03.
Character and capability
NDCC 43-64-04 requires good moral character, physical, mental and professional capability acceptable to the Board, and a disciplinary history free of disqualifying acts; the Board may modify the history restriction for cause.
Contingent professional responsibility exam
NDAC 112-05-01-02 makes passage of the North Dakota professional responsibility examination conditional on its development and Board approval: "The applicant has passed the North Dakota professional responsibility examination once developed and approved by the board." The retrieved official licensing materials do not establish that event or a currently offered examination with a registration and scoring boundary; this conditional provision is retained without asserting either present availability or nonexistence.
Education
Doctorate or master's degree from a program accredited or verified by ABAI or approved by BACB; BACB certification is required under NDAC 112-05-01-02(1).
Endorsement documents
File the official endorsement application, approved-school diploma, copy of the current valid license and required fee.
Equivalence
The other jurisdiction's current board certification requirements must be substantially similar to North Dakota's; official verification must reach the Board.
Literal cross reference
NDAC 112-05-01-05 literally says the applicant has met chapter 112-04-01 requirements. That chapter is titled Admission to Practice Acupuncture and names diplomate of acupuncture or oriental medicine certification examinations; section 112-04-01-06 also states the four-year examination window and exceptions. The literal demand is preserved as an applicant condition. Under this survey contract an examination of another profession is a condition, never a behavior-analysis exam leaf. The profession-specific BACB requirements in 112-05-01-02 remain the leaves. Statutory grandfathering deems all examination requirements met for eligible applicants.
Minimum age and ethics
NDAC 112-05-01-05 requires age eighteen or older and past conduct aligned with the code of ethics adopted by the Board. Its literal cross-reference is chapter 112-04-01; that reference is preserved as written, rather than treated as adoption of another profession's examination.
Other certifying entities
NDCC 43-64-04(1)(a) authorizes Board-established qualifications, such as certification from BACB or a certifying entity accredited by the National Commission for Certifying Entities or the American National Standards Institute. NDAC 112-05-01 identifies the BACB examinations; the statute does not itself name a QABA or other examination alternative.
Other license
Hold a verified, current, valid license in good standing as a behavior analyst professional in another jurisdiction.
Program
Graduate from an accredited program in the profession sought.
Initial licensure under the grandfather provision
No examination is required for this applicant pathway.
Examination waiver
The controlling grandfather provision replaces examination qualifications for this applicant. The generic Board page nevertheless says: All applicants must apply and pass the Behavior Analyst Certification Boards exam before submitting a license application. North Dakota does administer the exam; applicants should take it whenever possible. Information about the board certification exam is available from the BACB.
Grandfather eligibility
Held a valid license or registration issued by the State Board of Psychologist Examiners under NDCC chapter 43-32 on December 31, 2019. NDCC 43-64-05 deems education, experience and examination requirements met; the date is an applicant eligibility condition, not a current application cutoff.
Official no-examination sources

Effective from 2026-09-22.

Inactive license renewal
No examination is required for this applicant pathway.
Certification
Maintain the certification and good-standing documentation required by the Board; renewal does not require another sitting of the certification examination under NDCC 43-57-07 and NDAC 112-05-01-08.
Continuing education
NDAC 112-05-01-10 requires thirty-two approved hours biennially, including four ethics credits; fifty minutes earns one hour. Qualifying hardship permits an extension or waiver on written application. The Board page additionally asks for three supervision CEUs for supervisors.
Inactive status
The Board's Behavior Analyst License Renewal section provides: The license renewal fee is $100. The license renewal fee for inactive is $75. Licenses must be renewed by December 31st, of the even numbered year. A license that has not been renewed by December 31st in an even-numbered year is a lapsed license and requires a license renewal application, a new completed application form, the renewal fee, plus a late fee of $75. Proof of appropriate continuing education hours must be presented. Once a license has lapsed, the person who held the lapsed license may not practice Behavior Analyst or use a title reserved under state law for individuals who are licensed by the board until a new license is issued. A person whose license has lapsed but who continues to practice Behavior Analyst or use a restricted title violates state law. Such a violation is grounds for denying an application by the former licensee for renewal of the lapsed license or for a new license.
Renewal deadline
NDCC 43-57-07(2) governs: licenses issued under chapter 43-64 expire December 31 of every even-numbered year. The lower-ranked NDAC 112-05-01-08(1) instead states: 1. Every licensed behavior analyst or licensed assistant behavior analyst who has been licensed by the board shall renew the license by remitting a renewal fee on or before November fifteenth of each odd-numbered year and completing the renewal application provided by the board. For applicants who receive an initial license after July first in an odd-numbered year, the license will be deemed to be automatically renewed on November fifteenth for an additional two years without payment of an additional renewal fee. 2. The applicant for renewal shall certify on the renewal application that the continuing education requirements have been or will be met by November fifteenth. The applicant shall keep records of completed continuing education for at least two years. The board shall conduct random compliance audits of licensees. Failure to complete continuing education is considered unprofessional conduct. 3. A license renewal application received on or after November sixteenth of an odd-numbered year is a late renewal and requires a new completed application form, the renewal fee, plus a late fee set by the board. Proof of appropriate continuing education hours must be presented. A license that has not been renewed by eleven fifty-nine p.m. on November fifteenth in an odd-numbered year is a lapsed license.
Renewal requirements
Pay the renewal fee, complete required continuing education and provide satisfactory evidence; renewal is subject to absence of revocation or other denial grounds. The Board may extend the deadline for medical or other hardship.

Military status

Personal exceptions
Military licensing exceptions and unmet requirements are Board-determined applicant conditions; the BACB examination is the current examination identified by the profession's implementing rule and Board application.
Substantially met requirements
NDCC 43-51-11.1(2): licensing standards must be substantially met; the permit or provisional license remains valid while progress is made toward unmet requirements, for at most two years. No issuance fee is charged.
Termination
Ends on grant or denial of licensure, expiration, noncompliance with its terms, or a public-safety revocation.

The out-of-state license must impose comparable obtaining and maintaining requirements; the applicant must have actively used it for two of the preceding three years, demonstrate competency and education by Board-determined methods, have no disqualifying act unless excused, have no discipline during the past ten years, be free of active investigations, pay fees and undergo a criminal check if lawfully required.
