Licenses, application pathways and examination requirements

Each license and applicant pathway has its own requirements and exemptions. Choosing practice questions does not determine your eligibility.

Barber License

Individual barber license, including separate crossover licensure for a Vermont cosmetologist.

Licensing authority: Vermont Secretary of State, Office of Professional Regulation; Director of Professional Regulation · Application information

Licensure by examination — approved apprenticeship

All of the following:

Application
Complete the online application, pay the required fee, provide high-school diploma or equivalent, and document training. OPR approval to sit is required before scheduling with Prov.
Exam timing
The exams may have been passed before application; both remain currently offered registered examinations. The Vermont Prov bulletin requires both examinations to be passed within one year, otherwise OPR re-approval and retaking both are required.
Training
Complete an OPR-approved 1,125-hour barber apprenticeship within two years. Hold the apprenticeship license before commencing; document actual supervised hours on OPR logs.
Vendor discrepancy
The dated OPR Forms & Instructions appointment selects Prov as of November 1, 2023. The current FAQ retains this inconsistent older instruction: Once you have been approved to sit for the exams, you will receive an email from OPR stating you have been approved to sit, OPR will submit your information to Prometric.
Waiver
Rule 3-7 permits an extraordinary, individually documented waiver or variance; it is not a routine waiver.
Cosmetologist crossover — approved apprenticeship

Vendor discrepancy
The dated OPR Forms & Instructions appointment selects Prov as of November 1, 2023. The current FAQ retains this inconsistent older instruction: Once you have been approved to sit for the exams, you will receive an email from OPR stating you have been approved to sit, OPR will submit your information to Prometric.
Waiver

Existing license

School capstone alternative
Rule 8-8 permits a student of a school specifically recognized as a testing authority to elect its school-sponsored capstone in place of the corresponding Director-approved national examination: (i) advise students of possible complications to out-of-state portability that may result from selecting school-based examination and allow students to elect between the school-sponsored exam and the corresponding, Director-approved national examination.
School exam identification
The state sources describe the capstone of an individually recognized school, but do not identify a particular barber school, its actual examination, or a version. The March 2026 licensed-examiners document is a blank school-director form. This unidentified school-specific examination slot is an applicant condition under the contract; it is not the registered cosmetology capstone examination.
Training
Complete at least 150 hours of recognized barber crossover schooling covering the Rule 4-4(b) competencies.
Licensure by endorsement — substantially equal requirements
No examination is required for this applicant pathway.
Existing license
Licensed or certified in good standing in another jurisdiction with requirements substantially equal to Vermont.
Foreign credentials
For credentials obtained outside the United States, provide the applicable equivalency evaluation under 3 V.S.A. § 137; § 285 remains the controlling exemption from an examination for this qualifying endorsement.
Verification
Official verification must come directly from the initial and most recent licensing authorities; submit application and fee.
Licensure by endorsement — less rigorous requirements and practice experience
No examination is required for this applicant pathway.
Existing license
Licensed or certified in good standing in another jurisdiction whose requirements are materially less rigorous than Vermont.
Experience
Provide 1,500 documented hours of practice acquired in not less than one year; upload the signed Affidavit of Experience.
Verification
Request direct official verification from initial and most recent licensing authorities; submit application and fee.
Fast Track Endorsement
No examination is required for this applicant pathway.
Existing license
Hold an active license or certification in good standing in another U.S. jurisdiction continuously for at least three years immediately preceding the application, as required by the March 2026 instructions.
Practice
3 V.S.A. § 136a provides a uniform endorsement process requiring not more than three years of practice in good standing, irrespective of substantial similarity; a practice waiver is discretionary under § 136a(c).
Verification
Submit application and fee; the sending authority must transmit verification of continuous good-standing licensure directly to OPR.

Licensure by examination — education obtained outside the United States

All of the following:

Application
Complete the online application, pay the required fee, provide high-school diploma or equivalent, and document training. OPR approval to sit is required before scheduling with Prov.
Credential evaluation
When the general foreign-credential rules apply, obtain a NACES- or AICE-member CES evaluation; the CES sends original reports directly to OPR. Complete any missing qualifications and all otherwise required licensure documentation. Foreign national examinations are qualifications evidence, not Vermont requirement leaves.
Education
Foreign barber education must be established as substantially equivalent to the required 750-hour school training. The Director assesses the equivalence of credentials under 3 V.S.A. § 137 and may use third-party credential verification.
Exam timing
The exams may have been passed before application; both remain currently offered registered examinations. The Vermont Prov bulletin requires both examinations to be passed within one year, otherwise OPR re-approval and retaking both are required.
Vendor discrepancy
The dated OPR Forms & Instructions appointment selects Prov as of November 1, 2023. Waiver
Rule 3-7 permits an extraordinary, individually documented waiver or variance; it is not a routine waiver.
Biennial renewal
No examination is required for this applicant pathway.
Renewal
Complete online renewal and fee by license expiry; maintain the applicable license or specialty qualifications. Practice on an expired license is prohibited.

Renewal or reinstatement after fewer than five years of absence from practice
No examination is required for this applicant pathway.
Absence
Expired or lapsed license and fewer than five years of absence from practice.
Application
Online renewal or reinstatement and applicable fee; late fees may be waived under the applicable rules.

No examination is required for this applicant pathway.
Existing license
Licensed in good standing elsewhere and otherwise qualifies for examination-free endorsement under § 285.

Reinstatement after five or more years of absence from practice

All of the following:

Absence
License expired or lapsed after five or more years of absence from practice.
Application
Complete the online application, pay the required fee, provide high-school diploma or equivalent, and document training. OPR approval to sit is required before scheduling with Prov.
Discretion
The Director assesses competence case by case, may accept retained competence without reexamination, or require retraining, reexamination, or reapplication. Prov identifies reinstatement candidates instructed by OPR to take the currently offered examinations. The examination leaves remain even when the individual is excused from them.
Exam timing
The exams may have been passed before application; both remain currently offered registered examinations. The Vermont Prov bulletin requires both examinations to be passed within one year, otherwise OPR re-approval and retaking both are required.
